Integrace cizinců v ČR na krajské úrovni

Abstract

The integration of immigrants is a complex social process which underestimation can lead to severe problems. The local dimension is a recognised pillar of integration policy. In the Czech system with a fragmented structure of municipalities, the role of regions is irreplaceable. The emphasis on the local level integration is included in the core Czech strategic documents, but the role of local and regional governments has remained very limited for many years. The unprecedented spurt of forced immigration form Ukraine in 2022 posed a major test for the Czech political system. While the emergent phase of immediate assistance to refugees was handled thanks to the mobilization of a wide range of actors, including local and regional governments, system began to stagger in the phase of long-term solutions for the integration of arrivals. The aim of this thesis is to explore through the application of Punctuated Equilibrium Theory, the changes and shifts that have occurred in regional integration policy after the emergent phase has receded compared to the pre-2022 situation, and the stabilities that this period has not changed. Integrace imigrantů je komplexním sociálním procesem, jehož podcenění může vést k zásadním problémům. Významným pilířem politiky integrace je její lokální dimenze. V českém systému s fragmentovanou strukturou municipalit je nezastupitelná role krajů. Důraz na místní úroveň integrace je obsažen v základních českých koncepčních dokumentech, role místních samospráv zůstávala po řadu let minimální. Bezprecedentní nárůst nucené imigrace z Ukrajiny v roce 2022 představoval pro český politický systém velkou zkoušku. Zatímco emergentní fázi bezprostřední pomoci uprchlíkům zvládl český systém díky mobilizaci širokého spektra aktérů včetně místních samospráv, ve fázi dlouhodobých řešení integrace příchozích osob se začal zadrhávat. Cílem této práce je pomocí aplikace Teorie přerušované rovnováhy explorace změn a posunů, ke kterým v krajské integrační politice došlo po opadnutí emergentní fáze oproti situaci před rokem 2022, a stabilit, které toto období nezměnilo. Na základě předchozích výzkumů, 19 rozhovorů a dostupných veřejněpolitických dokumentů práce zjišťuje, že potřeba většího zapojení krajských samospráv byla identifikovaná primárně vládní zmocněnkyní pro lidská práva, která navrhla krajům zřízení pozice krajského koordinátora pro adaptaci a integraci osob s dočasnou ochranou financovanou UNICEF....
