Obhajoba práv a zájmů osob se zdravotním postižením: případ Národní rady osob se zdravotním postižením ČR

Abstract

The thesis deals with disability advocacy. The theoretical framework of the thesis consists of literature related to advocacy and lobbying and their application in the field of rights and interests of people with disabilities, as well as literature that further problematizes this relationship. As a target group for public policies, people with disabilities have little political and social power and face many barriers to political participation. The thesis is designed as a case study focusing on the advocacy work of the umbrella organisation, the National Council of Persons with Disabilities of the Czech Republic. The aim of the thesis is to describe the features of the advocacy work of the National Council and relate them to the literature. The findings are based, firstly, on an analysis of the National Council's legislative comments and proposals and, secondly, on an analysis of semi-structured interviews with the chair of the National Council as well as representatives of member organisations. The analysis portrays the National Council as a strong and established actor in the field of disability advocacy. Diplomová práce se zabývá obhajobou práv a zájmů osob se zdravotním postižením. Teoretický rámec práce tvoří odborná literatura vztahující se k advokacii a lobbingu a jejich uplatnění v oblasti práv a zájmů lidí s postižením a také literatura, která tento vztah dále problematizuje. Lidé s postižením totiž mají jako cílová skupina veřejných politik nízkou politickou a sociální moc a v politické participaci jim navíc leží mnoho překážek. Práce je koncipovaná jako případová studie se zaměřením na advokacii zastřešující organizace Národní rady osob se zdravotním postižením ČR. Cílem práce je popsat rysy advokační činnosti Národní rady, a vztáhnout je k odborné literatuře. Zjištění vychází jednak z analýzy legislativních připomínek a návrhů Národní rady, zadruhé pak z analýzy polostrukturovaných rozhovorů s předsedou Národní rady a se zástupci členských organizací. Analýza zachycuje Národní radu jako silného a etablovaného aktéra na poli advokacie lidí s postižením. Připomínkování legislativy se Národní rada věnuje intenzivně, a to s důrazem na sociální oblast a finanční dimenzi podpory. Zapojení členských organizací do advokacie Národní rady se odvíjí od kapacit, které pro to členské organizace mají a také od postoje, který vůči advokacii Národní rady zastávají.
