Vnímání kumulace mandátů hnutím STAN a SLK

Abstract

Tato bakalářská práce se zaměřuje na analýzu fenoménu kumulace mandátů a jeho vnímání hnutími Starostové a nezávislí (STAN) a Starostové pro Liberecký kraj (SLK). Cílem práce bylo zjistit, jak členové těchto hnutí vnímají kumulaci mandátů a analyzovat, zda mezi nimi panuje shoda či rozdílné názory. K dosažení tohoto cíle byly použity různé výzkumné metody, včetně analýzy volebních výsledků, mediálního monitoringu a dotazníkového šetření. Výsledky ukázaly, že členové hnutí STAN a SLK vnímají kumulaci mandátů převážně pozitivně, zejména v kontextu kombinace obecního a krajského zastupitelského mandátu, což jim umožňuje využít zkušeností a kontaktů z jedné úrovně politiky na další. Přesto existují výhrady k některým formám kumulace, jako je držení více mandátů z postu europoslance. Výsledky také naznačují, že postoje členů nejsou jednotné a variují v závislosti na individuálních zkušenostech a názorech. Práce potvrzuje závěry předchozího výzkumu, který naznačuje, že kumulace mandátů je běžným jevem v českém politickém prostředí a má jak pozitivní, tak negativní dopady na politickou praxi a demokratické procesy. Výzkum přispívá k lepšímu porozumění fenoménu kumulace mandátů a nabízí možnosti pro další zkoumání tohoto jevu v širším kontextu české politiky.

This bachelor thesis focuses on the analysis of the phenomenon of multiple-office holding and its perception by the political movements Mayors and Independents (STAN) and Mayors for the Liberec Region (SLK). The aim of the thesis was to determine how members of these movements perceive multiple-office holding and to analyze whether there is consensus or differing opinions among them. Various research methods were employed to achieve this goal, including the analysis of election results, media monitoring, and a questionnaire survey. The results showed that members of the STAN and SLK movements generally perceive multiple-office holding positively, particularly in the context of combining municipal and regional representative mandates, which allows them to leverage their experience and contacts from one level of politics to another. However, there are reservations about some forms of multiple-office holding, such as holding multiple mandates from the position of a Member of the European Parliament. The results also indicate that the members' attitudes are not uniform and vary depending on individual experiences and opinions.
