Reprezentace žen v obecních zastupitelstvech: Jak se liší alokování obecních rozpočtů na základě zastoupení žen?

Abstract

This paper examines the impact of women's representation in municipal councils in the Czech Republic on municipal budget allocation. The primary objective was to determine whether the level of representation of women in municipal councils across the Czech Republic affects the allocation of municipal budgets across different areas. In particular, the thesis focuses on the relationship between the gender composition of municipal councils and the allocation of budget resources, with the main aim of investigating how the presence of women in municipal councils affects the distribution of funds, with a deeper focus on whether higher representation of women in municipal councils generates changes in the structure of budget allocation, including across different categories of expenditure in favour of traditional women's issues. Using multiple linear regression models and studying the 2018 and 2021 budgets of municipalities in the Czech Republic, it was found that most of the predicted associations between women's representation and budget allocation were not confirmed, and the results were not statistically significant. Tato práce se zabývá vlivem zastoupení žen v obecních zastupitelstvech v České republice na alokování obecního rozpočtu. Primárním cílem bylo zjistit, jestli míra zastoupení žen v obecních zastupitelstvech v rámci České republiky ovlivňuje rozdělování obecních rozpočtů napříč různými oblastmi. Práce se zvláště zaměřuje na vztah mezi genderovou kompozicí zastupitelstva a alokací rozpočtových prostředků, s hlavním záměrem zjistit, jakým způsobem přítomnost žen v obecních zastupitelstvech ovlivňuje distribuci finančních prostředků, s hlubším zaměřením na to, zda vyšší zastoupení žen v obecních zastupitelstvech generuje změny v struktuře alokace rozpočtu a to i napříč různými kategoriemi výdajů ve prospěch tradičních ženských témat. Využitím vícenásobných lineárních regresních modelů a studiem rozpočtů obcí České republiky z let 2018 a 2021 bylo zjištěno, že většina předpokládaných souvislostí mezi zastoupením žen a rozpočtovou alokací nebyla potvrzena, výsledky nebyly statisticky významné. Nicméně byla zjištěna statisticky významná souvislost mezi vyšším zastoupením žen v zastupitelstvech a nárůstem výdajů na agregovanou proměnnou zahrnující kategorie rozpočtu, které odráží tradičně ženská témata.
