Aspekty sociální politiky v Plánu spravedlivé územní transformace z perspektivy Multiple Streams Framework

Abstract

The bachelor's thesis is devoted to the analysis of the process of creation of social policy in the Just Transition Plan (JTP). JTP is the leading document of the Just Transition Fund, which is part of the Operational Programme Just Transition Fund. This program helps the three most affected regions with the transformation of the coal industry. Primary goal of the Just Transition is the end of coal mining and coal energy. However, the fund can also be used for other purposes, and one of them is the involvement of social policy in the form of aiding those who lost their job as a result of the transformation, as well as the long-term unemployed. It is a support from the European Union, however the EU gives the recipients of the subsidy quite a lot of freedom in the creation of Just Transition Plan. The analysis is based on the based on the theoretical concept of the Multiple Streams Framework. The main goal is the identification of factors, which influenced the creation of social policy in the JTP, and the sub-questions are based on the theoretical framework and ask about the state of the three streams, window of opportunity, relevant actors, framing of problems and their solutions. Bakalářská práce se věnuje analýze procesu vzniku sociální politiky v Plánu spravedlivé územní transformace (PSÚT). PSÚT je řídícím dokumentem Fondu spravedlivé transformace, což je součást Operačního programu Spravedlivá transformace. Tento program pomáhá třem nejvíce zasaženým krajům s transformací z uhelného průmyslu. Základním cílem Spravedlivé transformace je ukončování těžby uhlí a uhelné energetiky. Fond však lze využít i pro ostatní účely a jedním z nich je zapojení sociální politiky v podobě pomoci lidem co přijdou o práci v důsledku transformace, ale i dlouhodobě nezaměstnaným. Jedná se o podporu z Evropské unie, příjemcům dotace však dává EU poměrně velkou svobodu ve tvorbě plánu transformace. Analýza probíhá na základě teoretického rámce Multiple Streams Frameworkd (Teorie tří proudů). Hlavním cílem je tedy identifikace faktorů, které ovlivnili tvorbu sociální politiky v PSÚT a podotázky jsou pak založené na teoretickém rámci a ptají se na stav tří proudů, okno příležitosti, relevantní aktéry, rámcování problémů a jejich řešení. Na tyto podotázky odpovídá práce převážně na základě dat z polostrukturovaných rozhovorů a veřejněpolitických dokumentů. Data jsou následně analyzovaná pomocí kvalitativní obsahové analýzy.
