Abstract

The study deals with the phenomenon of defence technology procurement for the Army of the Czech Republic. The primary objective is to describe the current state of acquisitions and to outline the profile, positions and mutual relations of individual actors participating in this process. The thesis explains, using the concepts of security assemblage and security commodification, the relationship between state and private actors in the decision to procure a particular defence technology. The scope of the research is the so-called pre-acquisition process. This is the result of the balance of power between the actors involved in the acquisition, with each actor pursuing its own goals. Using three case studies, the actions of all identified actors, their motivations, mistakes, and sub-steps are examined in detail. The study provides a comprehensive overview of the current state of defence technology procurement to secure the Czech Republic's defence capability. Studie se zabývá fenoménem akvizic obranných technologií pro Armádu České republiky. Primárním záměrem je postihnout současný stav akvizic a nastínit profil, pozice a vzájemné vztahy jednotlivých aktérů participujících na tomto procesu. Práce vysvětluje s využitím konceptů bezpečnostní asambláže a komodifikace bezpečnosti vztah mezi státními a soukromými aktéry při rozhodování o pořízení konkrétní obranné technologie. Meritem výzkumu je tzv. předakviziční proces. Ten je výsledkem poměru sil mezi aktéry participujícími na akvizici, přičemž každý aktér sleduje své vlastní cíle. Za použití třech případových sond je detailně zkoumáno počínání všech identifikovaných aktérů, jejich motivace, chyby a dílčí kroky. Studie přináší komplexní přehled o současném stavu akvizic obranných technologií pro zabezpečení obranyschopnosti České republiky.
