Zastoupení žen v parlamentních politických stranách v České republice a ve Francii po roce 2017

Abstract

This thesis focuses on parliamentary political parties in the Czech Republic and in France in the period since the 2017 legislative elections in both countries. It looks at the different attitudes and approaches of political parties towards women's representation. In addition to the historical context of the two countries and each political party, it also presents the long-term factors that influence the representation of women in political parties. Such factors include a country's political culture, the existence of women's party organizations, or the intra-party setting of quotas for women's representation. Institutional arrangements set from outside are also an important factor, with the parity law having impact on French political parties. The following analysis of different political environments attempts to capture these and other factors affecting women's representation and their practical manifestations. First, the party positions in the period under study are analyzed, followed by the candidate lists for the 2017 legislative elections and the results of these elections, i.e. the ratio of male and female occupancy of parliamentary seats and senior positions. Tato diplomová práce se soustředí na parlamentní politické strany v České republice a ve Francii v období od legislativních voleb v obou zemích v roce 2017. Věnuje se rozdílným postojům a přístupům politických stran k zastoupení žen. Kromě historického kontextu obou zemí a jednotlivých politických stran, představuje také dlouhodobé faktory, které ovlivňují zastoupení žen v politických stranách. Takovými faktory jsou například politická kultura dané země, existence ženských stranických organizací, nebo vnitrostranické nastavení kvót na zastoupení žen. Důležitým faktorem jsou také institucionální opatření nastavená zvenčí, na francouzské politické strany působí zákon o paritě. Následná analýza různých politických prostředí se pokouší postihnout tyto a další faktory ovlivňující zastoupení žen a jejich praktické projevy. Analyzovány jsou nejprve stranické posty ve zkoumaném období, následně kandidátní listiny do legislativních voleb 2017 a výsledky těchto voleb, tedy poměr obsazení poslaneckých mandátů i vyšších funkcí muži a ženami. Dále jsou přiblíženy volby do horních komor a ženy kandidující do funkce prezidenta republiky. Analýza přinese poznání, jak se konkrétní politické strany staví k zastoupení žen a zároveň, které faktory mají největší dopad na zvýšení počtu žen v politice.
