Abstract

Lidská práva starších osob v Dokumentech Rady Evropy Cílem této diplomové práce je popsat lidská práva starších osob v dokumentech Rady Evropy. Dokumenty Rady Evropy jsou nástrojem, který pomáhá právům starších osob v mnoha ohledech. Pro účely této práce jsem nejprve musela najít definici starší osoby. Dokumenty Rady Evropy, na rozdíl od některých mezinárodních organizací, kterými jsou např. Interamerická unie nebo Africká unie, v jejichž dokumentech můžeme nalézt definici starší osoby, definici starší osoby neobsahují. Ze studia dokumentů Rady Evropy vyplývá, že za starší osoby jsou považovány osoby starší 60 let. Cílem dokumentů Rady Evropy upravujících práva starších osob je ochrana a zlepšení postavení starších osob, které z důvodu věku spadají do skupiny, kterou rada Evropy vymezuje jako zranitelnou. Dokumenty Rady Evropy týkající se starších osob se zabývají tématy jako jsou důchody, věková diskriminace a přístup ke službám. Nejnovějšími otázkami, kterými se Rada Evropy zabývala v roce 2020 a v roce 2021 ve vztahu ke starším osobám, je problém digitalizace a problém pandemie koronaviru a její dopad na starší osoby. Documents of the Council of Europe do not contain a definition of an elderly person - like, for example, the Interamerican Union or African Union documents. We have to first find the definition of the elderly where the Council of Europe documents call a person who is over 60 years of age "elderly".The documents of the Council of Europe are a tool that is designed to help the human rights of the elderly.
