Mapování využití nástrojů Rady bezpečnosti OSN v přijatých rezolucích mezi lety 1991 až 2019

Abstract

Tato bakalářská práce se zabývá studiem autority mezinárodních organizací od konce studené války a s nástupem globalizace. Snaží se tak přispět k obecné diskuzi o tom, zda autorita mezinárodních organizací od 90. let roste a z jakých důvodů k tomuto možnému fenoménu dochází. Pracuje přitom s koncepty autority a koncepty "pooling" a "delegation", které popisují, jakým způsobem členské státy předávají své pravomoci mezinárodním organizacím. Zároveň se práce zaobírá studiem státní suverenity a zásahy do státní suverenity, jelikož s nástupem globalizace klesá význam státního teritoria a státní a nestátní aktéři čím dál více se souhlasem či nesouhlasem jiných státních aktérů zasahují do jejich suverenity. Tento jev se práce snaží ukázat na studiu přijatých rezolucí Rady bezpečnosti OSN mezi lety 1992 až 2019, ze kterých byly sesbírány a kategorizovány její nástroje podle toho, jakým způsobem Rada bezpečnosti zasahuje do státní suverenity členských států a jakou autoritu tedy v danou chvíli pojímá. Byl vytvořen dataset z přibližně třetiny rezolucí za dané období (616 rezolucí z celkových 1778) - v něm je obsaženo téměř 12 000 nástrojů seřazených do 83 kategorií na škále indexu i od 0 do 5 podle toho, jak zasahují do státní suverenity - nástroje s indexem i = 0 až 3 představovaly především měkké nástroje...

The goal of this thesis is to contribute to the debate concerning the rise of authority of International organizations (IOs) since the end of the cold war. This thesis works with the concepts of authority, "pooling" and "delegation" - these concepts describe how member states of IOs transmit their powers and competences to international organizations. This thesis deals with the study of state sovereignty and intrusiveness into state sovereignty as with the rise of globalization the importance of state territory decreases. State and non-state actors more and more with or without the consent of state actors interfere with state sovereignty of others. This work attempts to show this phenomenon on a study of approved United Nations Security Council resolutions between 1992 and 2019. From these resolutions were collected and categorized instruments according to how the Security Council interferes with state sovereignty by which it exercises its authority in the international system. A dataset was created consisting of approximately the third of all approved resolutions in this period (616 resolutions from 1778). In this dataset we can find almost 12 000 instruments categorized in 83 categories on the scale of index i from 0 to 5 according to how these instruments interfere with state sovereignty....
