Politika Evropské unie v oblasti veřejné dostupnosti informací o právu Evropských společenství

Abstract

The goal of this paper is to introduce information services and databases of the institutions of the European Union (mainly of the European Commission) which are freely available to the public. These services concern the legislation of the European Communities. It also presents information services concerning the legislation of the European Communities in the Czech Republic. The first chapter of this work describes particular institutions of the European Union (Council of the EU, European Commission, European Parliament, European Council, Economic and Social Committee, Committee of the Regions, Court of Justice, Court of First Instance, Civil Servants Tribunal, European Central Bank, European Court of Auditors); their position and role in the legislative process. The second chapter focuses on the European Communities' legislation and on the procedures of the legislative process (characteristics of particular procedures - consultation, assent, cooperation and codecision procedure). In the third chapter the paper mentions the simplification of the EC legislation (acquis communautaire). Cílem práce je představit veřejně dostupné informační služby a databáze institucí Evropské unie (především Evropské komise) v oblasti práva Evropských společenství a související služby týkající se práva Evropských společenství v České republice. Práce nejprve v první kapitole popisuje jednotlivé instituce Evropské unie, jejich pozici a roli v legislativním procesu (Rada EU, Evropská komise, Evropský parlament, Evropská rada, Hospodářský a sociální výbor, Výbor regionů, Evropský soudní dvůr, Soud prvního stupně, Soud pro veřejnou službu, Evropská centrální banka, Evropský účetní dvůr). Druhá kapitola se věnuje právu Evropských společenství a průběhu legislativního procesu (jednotlivé procedury - konzultační, spolupráce, spolurozhodování a souhlasu). Ve třetí kapitole se práce zmiňuje o zjednodušování legislativy, což je prioritou informační politiky v oblasti práva Evropských společenství (konsolidace, kodifikace, přepracování). Čtvrtá kapitola se věnuje informačním zdrojům a službám Evropské unie v oblasti práva ES. Mezi tištěnými prameny popisuje smlouvy, Úřední věstník (Official Journal - řady L, C, C A, C E, S) a Soupis platných právních předpisů Společenství.
