Implementation of the Sustainable Development Goals: the case of the Czech Republic

Abstract

Tato diplomová práce se zabývá procesem implementace Cílů udržitelného rozvoje (tzv. SDGs) v České republice. Cílem výzkumu je zmapovat proces implementace SDGs v zemi a zanalyzovat, do jaké míry se Česká republika chová nezávisle na mezinárodních organizacích (MO) v otázce implementace SDGs. Analýza je založena na dvou teoriích - neoliberálním institucionalismu a konstruktivismu. Na základě těchto teorií jsou navrženy dvě hypotézy. První hypotéza, založená na teorii neoliberálního institucionalismu, je následující: Způsob implementace SDGs je určen především státní vládou a jejími zájmy; MO a jejich byrokratické aparáty jsou do procesu implementace zapojeny spíše pasivně a nepřímo (zejména monitorováním a shromažďováním informací); způsob provádění implementace je závislý hlavně na státě. Druhou hypotézou, založenou na konstruktivistické perspektivě, je, že MO inklinují zasahovat do procesu implementace SDGs na domácí úrovni, především stanovením priorit, a aktivně komunikovat o implementaci politik souvisejících s SDGs se státy, jež jsou MO ovlivněny. This master thesis research deals with the process of the implementation of Sustainable Development Goals (further referred to as "SDGs") in Czech Republic. The aim of the research is to map a process of the implementation of SDGs in the country, to analyse to what extent Czech Republic behaves independently of international organizations (further referred to as "IOs") in the question of implementing the SDGs. The analysis is built upon two theories - neoliberal institutionalism and constructivism. Based on these theories two hypotheses are suggested. The first hypothesis, based on the neoliberal institutionalist theory, is as following: The way of implementation of SDGs is determined mainly by the state government and its preferences. The IOs and their bureaucracies are in the implementation involved in a rather passive and indirect way (in particular by monitoring and information gathering). The way of implementation is, therefore, dependent mainly on the state. The second hypothesis, based on the constructivist perspective is that the IOs and their bureaucracies tend to infer in the process of implementation of SDGs on the domestic level, primarily by setting the priorities, and actively communicating about the implementation of the SDG related policies with the affected states.
