Uplatňování strategie "Efektivní veřejná správa a přátelské služby (Strategie Smart Administration v období 2007-2015)

Abstract

This diploma thesis entitled Implementing the "Effective Public Administration and Friendly Services (Smart Administration Strategy 2007-2015)" deals with the modernization of public administration, specifically the implementation of the Smart Administration strategy. Part of the work is an analysis of documents related to this strategy, which is supplemented by the opinions of experts on public administration. The main objectives of the work include mapping the prerequisites for the creation and implementation of the Smart Administration strategy. Other partial goals of the thesis include exploring the main theoretical resources of Smart Administration. Last but not least, the goal was to determine whether the Smart Administration strategy was successfully implemented and to draw conclusions and recommendations from the findings. Part of the thesis is a description of the implementation process both at the theoretical level and on the example of implementation of the Smart Administration strategy. To identify the benefits and shortcomings, qualitative expert interviews were conducted between representatives of public administration and other experts. Diplomová práce s názvem Uplatňování strategie "Efektivní veřejná správa a přátelské služby (Strategie Smart Administration v období 2007-2015)" se zabývá modernizací veřejné správy, konkrétně realizací strategie Smart Administration. Součástí práce je analýza dokumentů spojených s touto strategií, která je doplněna názory expertů na veřejnou správu. Mezi hlavní cíle práce se řadí zmapování předpokladů pro vznik a implementaci strategie Smart Administration. Mezi dílčí cíle práce patří prozkoumání hlavních teoretických zdrojů Smart Administration. V neposlední řadě byl stanoven cíl zjistit, zdali byla strategie Smart Administration úspěšně implementována a ze zjištění vyvodit závěry a doporučení. Součástí diplomové práce je popis procesu implementace jak v teoretické rovině, tak i na příkladu realizace strategie Smart Administration. V rámci identifikace přínosů a nedostatků byly provedeny kvalitativní expertní rozhovory mezi zástupci veřejné správy a dalšími odborníky. V závěrečné části diplomové práce autorka vyvozuje na základě získaných dat doporučení a diskutuje možnosti pro zlepšení implementačního procesu v rámci české veřejné správy.
