Paradiplomacie českých krajů vůči německým spolkovým zemím

Abstract

Tato diplomová práce se zabývá paradiplomacií mezi českými kraji a německými spolkovými zeměmi. Termín paradiplomacie je označením diplomacie nižších územně správních celků. Konkrétně se tato práce věnuje makroregionální paradiplomacii, tedy spolupráci regionů, které spolu nesdílí společnou hranici. Výzkum se tedy zaměřuje na Středočeský kraj, který má partnerství se spolkovou zemí Porýní-Falc a Moravskoslezský kraj, který spolupracuje se spolkovou zemí Severní Porýní-Vestfálsko (výzkum nezahrnuje spolupráci Prahy s Berlínem a Hamburkem, jelikož se jedná o regiony městského typu). Tato diplomová práce zkoumá v jakých motivech paradiplomacie se vzájemná spolupráce zkoumaných celků liší, jaké jsou motivace pro její navázání a jaká panuje rozdílnost při naplňování vzájemně stanovených cílů. Motivy paradiplomacie mohou být ekonomické, kulturní anebo politické. V první části diplomové práce je představena teorie a definice pojmů, se kterými poté diplomová práce pracuje. Následuje metodologie a stanovení výzkumných otázek. V následné části práce jsou představeny příslušné české a německé nižší územně správní celky. V druhé části diplomové práce pak dochází k provedení samotného výzkumu a jeho vyhodnocení. Podklady pro výzkum dodali zaměstnanci příslušných krajských, respektive zemských úřadů a obsahují...

This diploma thesis deals with paradiplomacy between Czech regions and German federal states. The term paradiplomacy refers to the diplomacy of the lower territorial administrative units. Specifically, this work deals with macro-regional paradiplomacy, ie cooperation of regions that do not share a common border. The research thus focuses on the Central Bohemian Region, which has partnerships with the federal state of Rhineland-Palatinate and the Moravian-Silesian Region, which cooperates with the federal state of North Rhine- Westphalia (research does not include Prague's cooperation with Berlin and Hamburg, as these are urban-type regions). This diploma thesis examines in what motives the paradiplomatic cooperation differs, what are the motivations for its establishment and what is the difference in the fulfillment of mutually set goals. The motives of paradiplomacy can be economic, cultural or political. The first part of the thesis presents the theory and definitions of terms that the thesis then works with. Following on is a methodology and research questions. Subsequently, the respective Czech and German lower territorial administrative units are introduced.
