Politický systém za vlády Vladimíra Mečiara a jeho odraz do zahraničnej politiky

Abstract

This bachelor thesis concerns the Slovak political system under the Vladimír Mečiar's government and its influence on the foreign policy. The aim of this thesis is Mečiar's authoritarianism and to analyse if there was an impact on the inner policy as well as foreign policy. It analyses the period from the beginning of the second Mečiar's era as the prime minister in 1992 to 1998 when his third government ended. The thesis is conducted in the form of a case study. In the thesis I specifically elaborate the theory of democratic consolidation written by José Juan Linz and Alfred Stepan which focuses on the democratic consolidation of political arena; then I elaborate the Fareed Zakaria's concept of illiberal democracy and additionally I study the Guillermo O'Donnell's concept of representative democracy. The purpose of this bachelor thesis is to prove the democratic deconsolidation in political arena in Slovakia and to verify the validity of the theory of defective democracy on the case of Slovakia and also to describe the Slovak political isolationism which has been in my opinion too little analysed. Táto bakalárska práca sa zaoberá politickým systémom Slovenskej republiky počas vlády Vladimíra Mečiara a jej odrazom do zahraničnej politiky Slovenska. Predmetom skúmania je autoritarizmus V. Mečiara a analýza či vnútropolitická situácia na Slovensku sa prejavila i do zahraničnej politiky Slovenska. Teritoriálne je práca situovaná na územie Slovenskej republiky. Časovo je zasadená do obdobia tesne pred vznikom samostatnej Slovenskej republiky, teda od roku 1992 do roku 1998, kedy skončila Mečiarova tretia vláda. Forma práce je prípadová štúdia. V práci spracujem teóriu konsolidácie demokracie od José Juana Linza a Alfreda Stepana so zameraním sa na konsolidáciu demokracie v politickej sfére, ďalej koncept neliberálnej demokracie od Fareeda Zakariu a doplnkovo použijem koncept delegatívnej demokracie od Guillerma O'Donnella. Výskumným účelom práce je dokázať, že na Slovensku nastala dekonsolidácia demokracie v politickej sfére, ďalej overiť či Slovensko sa stalo defektnou demokraciou a zamerať sa na doposiaľ málo skúmaný izolacionizmus Slovenskej republiky. V prvej časti práce sú predstavené vyššie uvádzané koncepty a ich jednotlivé kritériá. V nasledujúcej empirickej časti sú tieto kritériá aplikované na konkrétne príklady z obdobia mečiarizmu.
