Zajišťování veřejného pořádku v České republice a Státu Izrael

Abstract

Topic of this thesis is securing public order in the State of Israel and comparing it with securing public order in the Czech Republic. In view of the current security situation in Europe and its development, the Czech Republic is also currently facing new challenges in the area of securing public order. The State of Israel is a country that has been facing threats of destruction from its enemies from the day of Israel's creation. Ensuring security and the sole existence of the State has become a major priority for Israel, and thus studying Israel's ways to secure public order is, in my view, useful and in certain aspects also inspiring. This thesis presents a detailed view of Israel's methods of securing public order. It also reflects the social and historical context which is an integral part of the Israeli public order legislation and which is essential for correct understanding of the Israeli approach to provide security to its inhabitants. I compare the most important aspects of securing public order in the State of Israel with the ways of securing public order in the Czech Republic. This thesis is divided into six chapters. Předkládaná diplomová práce zpracovává téma zajištění veřejného pořádku ve Státě Izrael a srovnává jej se zajištěním veřejného pořádku v České republice. S ohledem na stávající bezpečnostní situaci v Evropě a její vývoj se i Česká republika ocitá v období nových výzev v oblasti zajištění veřejného pořádku. Stát Izrael je zemí, která ode dne svého vzniku čelí snaze nepřátel o své zničení. Zajištění bezpečnosti obyvatel a samotné existence státu se pro Izrael stalo určující prioritou, a proto studium izraelského přístupu k zajištění veřejného pořádku považuji za užitečné a v některých ohledech inspirující. Ve své práci nabízím podrobný vhled do způsobu zajištění veřejného pořádku Státu Izrael. Neopomíjím ani společenský a historický kontext, který je nedílnou součástí izraelského pořádkového zákonodárství a bez nějž by nebylo možné pochopit přístup Izraele k zajištění bezpečnosti svých obyvatel. Nejdůležitější oblasti zajištění veřejného pořádku Izraele pak srovnávám se způsobem zajištění veřejného pořádku v České republice. Práce je členěna do šesti kapitol. První dvě pojednávají o pojetí veřejného pořádku a jeho zajištění v České republice. Kapitola třetí rozebírá pojem veřejný pořádek ve specifických souvislostech vzniku a existence Státu Izrael a též z pohledu izraelské právní kultury. Čtvrtá...
