Problémy implementace integrační politiky ve vztahu k migrantům prostřednictvím nestátních neziskových organizací na území hlavního města Prahy

Abstract

Tato práce je věnována roli nestátních neziskových organizací při implementaci integrační politiky ve vztahu k migrantům na území hlavního města Prahy. Integrační politikou se rozumí jak integrační politika České republiky, tak i vlastní integrační politika hlavního města, vyjádřená v pražské integrační koncepci. Cílem práce je zjistit, jakou úlohu hrají nestátní neziskové organizace při procesu implementace této politiky, jejich postavení mezi ostatními aktéry integrační politiky. Především je ale práce zaměřena na fenomén implementačního deficitu, vznikajícího při implementaci politik. V teoretické části je uveden popis migrační a integrační politiky České republiky, pražské integrační politiky a teoretická východiska, na kterých je práce postavena. Práce je založena na údajích získaných bezprostředně z interview s vybranými zástupci neziskových organizací a také na sekundárních zdrojích o tvorbě a realizaci integrační politiky. Práce je vytvořena formou případové studie a zkoumá zaprvé to, jaký vhodný model se dá použít pro popis procesu implementace integrační politiky prostřednictvím nestátních neziskových organizací, a zadruhé to, jestli při tomto procesu vzniká implementační deficit. This work discusses the role of non-government non-profit organisations in implementation of the integration policy in relation to migrants within the territory of the Capital City of Prague. The integration policy means both the integration policy of the Czech Republic and also the actual integration policy of the Capital City of Prague expressed in the Prague integration concept. The purpose of this work is to find out what role non-government non-profit organisations play during the process of implementation of this policy, their standing among other parties involved in the integration policy, and it also primarily focuses on the phenomenon of the implementation deficit arising during implementation of policies. The theoretical section describes Czech migration and integration policies, the Prague integration policy and the theoretical starting points on which this work is based. The work is based on data acquired directly from interviews with selected representatives of non-profit organisations and also on secondary sources about formation and realisation of integration policies.
