Formování a povaha vztahů mezi neziskovými organizacemi a státem Případová studie Meta, o.p.s.

Abstract

The goal of this paper is to describe the relationship between a non-governmental organisation and the government. The paper is a case study of the non-governmental organization Meta o.p.s. which works in the field of integrating foreigners and focuses on the issue of educating pupils who speak various mother tongues. The paper deals with the development of relationships, the roles within these relationships the organization fulfils with regards to the government, and the influence these relationships with the government have on the organization's goals and development. Furthermore, the paper focuses on the persisting barriers which prevent these relationships from being created and developed. The relationships between Meta o.p.s. and the government are observed on individual levels of the public administration (national, regional, municipal). The paper consists of 4 parts. The theoretical part introduces basic theoretical starting points, namely models of relationships between the government and non-governmental organizations, and the roles fulfilled by non-governmental organizations in the society. The next part presents the methodology and chosen strategy of the research, i.e. case study. Cílem této práce je popsat charakter vztahu mezi neziskovou organizací a státem. Práce je případovou studií neziskové organizace Meta o. p. s., působící v oblasti integrace cizinců, zaměřující se na problematiku vzdělávání žáků s odlišným mateřským jazykem. Práce se zabývá vývojem vztahů, funkcemi, které organizace vůči státu v těchto vztazích plní a vlivem vztahů se státem na cíle a rozvoj organizace. Dále se soustředí na přetrvávající bariéry bránící navazování a rozvoji těchto vztahů. Vztahy mezi Meta o. p. s. a státem jsou sledovány na jednotlivých úrovních veřejné správy (celostátní, krajské, obecní). Práce sestává z celkem 4 částí. V teoretické části jsou představena základní teoretická východiska, jimiž jsou modely vztahů mezi státem a neziskovou organizací a funkce neziskových organizací ve společnosti. V další části je představena metodologie a zvolená strategie výzkumu, jíž je případová studie. V empirické části práce je sledován vývoj a charakter vztahů na jednotlivých úrovních veřejné správy a vliv těchto vztahů na cíle a rozvoj organizace. V závěru jsou představena zjištění výzkumu, včetně zjištěných předpokladů a příležitostí přispívajících k rozvoji těchto vztahů.
