President of the Czech Republic, role of the president, presidential powers, parliamentary regime, constitutional amendmentsCílem této práce je analyzovat debatu o úpravách pravomocí prezidenta v České republice mezi lety 1992 až 2015. Analýza je provedena na základě legislativních návrhů, které se přímo či nepřímo týkaly vymezení role prezidenta. Většina ze zkoumaných návrhů směřovala ke snížení či zpřesnění prezidentových pravomocí, návrhy, které postavení prezidenta posilovaly, byly ojedinělé. Kromě zavedení přímé volby bylo přijato jen několik dílčích změn Ústavy, žádná z nich ale zásadních způsobem neovlivnila postavení prezidenta.
The aim of this paper is to analyze the debate over constitutional amendments regarding the role of the Czech president between 1992 and 2015. The analysis is based on legislative proposals affecting the presidential powers. Majority of the proposed changes was decreasing or clarifying the role of the president, the proposals that would enhance the impact of the president were few. Besides the introduction of direct presidential elections only minor amendments were adopted and the role of the Czech president thus remained unchanged.
