Abstract

Název: Optimalizace regulací v českém profesionálním fotbale Cíle: Hlavním cílem práce je identifikace silných a slabých stránek v regulování českého profesionálního fotbalu. Dalším cíle bylo vytvoření uceleného souboru informací o možnostech regulací v profesionálním fotbale. Metody: Výzkum byl proveden kombinací komparace, deskriptivní analýzy a hloubkového interview, přičemž objektem zájmu byly řídící orgány českých profesionálních soutěží a profesionální kluby hrající na území České republiky. Výsledky: Výzkum prokázal, že se míra intervencí řídících orgánů do českého fotbalu blíží optimu, neboť v tuto chvíli nebyl spolehlivě identifikován nástroj, který by zajišťoval ideální podmínky pro rozvoj českého fotbalu v jeho komplexní podobě. Větší aktivitu by měl FAČR směřovat do oblasti efektivní kontroly nad mládežnickým fotbalem, neboť právě ten z velké části financuje. Naopak řízení profesionálního fotbalu v dospělých kategoriích by mělo být nadále liberálního charakteru. Z komparovaných licenčních řádů by si FAČR mohl vzít příklad z kritéria typu C, jehož nedodržení není přímo sankcionováno, ale jasně ukazuje směr, kterým by se kluby měly vydat. Title: Optimising regulations in Czech professional football Objectives: The main objective of the thesis is to identify the strengths and weaknesses of the regulation of Czech professional football. Another objective was to create a comprehensive set of information on the possibilities of regulation in professional football. Methods: The research was conducted through a combination of comparison, descriptive analysis and in-depth interviews, with the object of interest being the governing bodies of Czech professional competitions and professional clubs playing in the Czech Republic. Results: The research has shown that the level of intervention of governing bodies in Czech football is close to the optimum, as at the moment no instrument has been reliably identified that would provide ideal conditions for the development of Czech football in its entire complex form. More activity should be directed by the FAČR to the area of effective control over youth football, as this is what it largely finances. On the other hand, the management of professional football in adult categories should continue to be of a liberal nature.
