Federalism, federation, reform, sovereignty, public finance, Germany, Switzerland, Austria, European Union, Alpine states, equalization paymentsAnotace: Cílem této práce je seznámit čtenáře s průběhem a výsledky recentních reforem federalismu v Německu, Švýcarsku a Rakousku. Je zajímavé sledovat, že navzdory historické, geografické i kulturní blízkosti vykazují zmíněné federace při vzájemném porovnání výrazné rozdíly, a to jak ve způsobu institucionálního uspořádání, tak i v procesních otázkách při provádění samotných reforem. Součástí práce je rovněž úvaha nad tím, zda jsou poznatky z těchto procesů teoreticky aplikovatelné i na úrovni Evropské unie, protože navzdory obtížnému srovnání EU s federativním modelem uspořádání je možné vypozorovat mnoho shodných prvků fungování, ať už se jedná o výkon sdílených kompetencí nebo způsob přerozdělování finančních prostředků. Aby bylo možné se hlouběji ponořit do těchto úvah a s ohledem na nepříliš rozsáhlou česky psanou literaturu o federalismu a federacích, tvoří kromě historického kontextu součást práce rovněž širší teoretické pojednání.
The purpose of this thesis is to acquaint the reader with the processes and the results of the recent reforms of federalism in Germany, Switzerland and Austria. It is remarkable that in spite of their historical, geographical and cultural proximity show these federal countries substantive differences in the institutional framework as well as in the execution of the reform procedures. This thesis considers also the potential possibility to (partly) apply the knowledge and experience of these reforms within the EU framework. Despite difficult comparison of the EU with the federal countries there are certain identical elements and processes, may it be the execution of the shared competences or reallocation of the public finances. In order to better understand these deliberations and due to the modest Czech literature on federalism and federations the thesis provides also historical perspective as well as broader theoretical background.
