Zakladní registr obyvatel v návaznosti na editační agendové Informační systémy: sdílení dat ve veřejné správě ČR

Abstract

The work analyzes the current status of the basic population register in relation to agenda information systems. The theoretical part is focused on basic registers in general with a particular attention being paid to the population register. The analytical part examines in detail the current status of all configured and implemented processes that have a direct impact on the functionality of the basic population register in relation to agenda information systems and subsequent data sharing in the public administration of the Czech Republic. Attention is focused on the use and provision of reference data through Web services and information system of basic registers. The paper also analyzes the various approaches of agenda information systems of public authorities to basic Population Register and the implementation of sub-projects that have a direct impact on its operation. Evaluation of individual areas assessed is done using a statistical survey.

Práce analyzuje současný stav základního registru obyvatel v návaznosti na agendové informační systémy. Teoretická část práce je zaměřena na problematiku základních registrů v obecné rovině, kdy je větší pozornost věnována registru obyvatel. Analytická část práce podrobně zkoumá současný stav nastavených a realizovaných procesů, které mají přímý vliv na funkčnost základního registru obyvatel v návaznosti na agendové informační systémy a následné sdílení dat ve veřejné správě České republiky. Pozornost je zaměřena zejména na využívání a poskytování referenčních údajů prostřednictvím webových služeb a informačního systému základních registrů. V práci jsou dále analyzovány přístupy agendových informačních systémů orgánů veřejné moci k základnímu registru obyvatel a také realizace dílčích projektů, které mají přímý dopad na jeho provoz. Vyhodnocení jednotlivých posuzovaných oblastí je provedeno za pomocí statistického šetření.
