Resumé Česky V diplomové práci Systémy odměňování v civilní části veřejné správy je popsán vývoj odměňování v České republice od pádu komunismu, přičemž největší důraz je kladen na současnou platovou úpravu. Formou analytické metody je popsán stav určování platů a především platové instituty, které narušují současný nastavený systém fungující od zavedení nového zákoníku práce v roce 2006. V důsledku legislativních změn od roku 2011 došlo k některým zásahům do úpravy odměňování, které nejsou zcela kompatibilní s nastaveným systémem, nebo zákonem přísněji limitované. Česká republika se stále potýká s vysokou mírou korupce a nelze vždy zabránit aférám spojeným s odměňováním vysokých státních úředníků, čímž i nadále mimo jiné dochází k plýtvání financemi ze státního rozpočtu. Dílčí metodou tvorby diplomové práce bylo i využití komparace se státy Evropské unie, především Spolkovou republikou Německo, Belgickým královstvím nebo Rakouskou republikou. Stěžejními problémy úpravy systému odměňování v civilní části veřejné správy autorka shledala absenci služebního zákona a v souvislosti s tím i systemizaci pracovních míst ve veřejné správě, dále pak nastavení platových stupnic, které se diferencují nikoli na podkladě ustanovení § 110 odst. 3 zákoníku práce, tedy na základě složitosti, namáhavosti a odpovědnosti...
Resumé English In this thesis Remuneration in the civilian part of the public administration there is described the development of remuneration in the Czech Republic since the fall of communism. The greatest emphasis is placed on the current salary adjustment. By the form of the analytical method there are described conditions determining salaries and above salary institutes, which distort the current setting of the system functioning since the introduction of the new Labour Code in 2006. Due to legislative changes since 2011, there was some interference with the adjustment of remuneration that is not fully compatible with the system settings or more strictly adjusted by law. The Czech Republic is still struggling with high levels of corruption, and cannot always prevent scandals associated with the remuneration of senior civil servants, which come up (among others) to wasting finances from the state budget. Partial method used in this thesis was the use of a comparison with European Union member states, especially the Federal Republic of Germany, the Kingdom of Belgium or Republic of Austria.
