Austrian labor market policy, Foreigners in AustriaDiplomová práca Uzatvorenie rakúskeho pracovného trhu pre nových členov Európskej únie prijatých v roku 2004 sa zameriava na otázku prechodných období pre pracovný trh pre nových členov Európskej únie, ktorí vstúpili do spoločenstva v roku 2004 a na postoje jednotlivých skupín, ako politických strán aj sociálnych partnerov, na ich uplatnenie v krajine. Jej základnou tézou je, že uzatvorenie pracovného trhu bolo pokračovanie selektívnej migračnej politiky rakúskej vlády, čo bolo započaté ešte v období 90. rokoch 20. storočia. To prinieslo ochranu pracovného trhu s možnosťou jeho čiastočného otvorenia pre kvalifikovanú pracovnú silu, čo reflektovalo požiadavky politických a záujmových skupín v krajine. Nasledujúca práca pracuje s touto tézou v rámci opisu a rozboru tejto otázky. Najprv je tu zadefinovaný pojem konsociačnej demokracie a sociálneho partnerstva, či taktiež priblížený normatívny poriadok platiaci v krajine v oblasti migračnej politiky so zameraním na pracovný trh. V nadväznosti na tieto časti je ďalej obsiahnutá diskusia o prechodných obdobiach, resp. o nedostatku kvalifikovanej pracovnej sile na rakúskom pracovnom trhu. Na záver sú zhrnuté poznatky získané na základe vyššie zmieňovaných kapitol.
The master thesis The closure of the Austrian labour market for new members of the European Union adopted in 2004 is focused on the question of transitional arrangements for the European labour market for new EU members who joined the Community in 2004 and the positions of the various groups, such as political parties and social partners, and the application in the country. Its main thesis is that the closure of the labour market was continuing of selective migration policy of the Austrian Government, which was started back in 90th years of the 20th century. This brought the protection of the labour market with the partial opening for skilled workforce, which reflected the demands of political and interest groups in the country. Next thesis works with this premise in the description and analysis of this issue. In the first place, there is a definition of consociational democracy and social partnership and also outlined the normative order of migration policy in the country, focusing on the labour market. Following this section is also included discussion of transitional periods or shortage of skilled labour in the Austrian labour market. The conclusion summarizes the findings from the above alluded chapters.
