Institutional aspects of the democratic deficit: The role of national parliaments in EU matters

Abstract

Shrnutí Tato disertace se věnuje otázce demokratického deficitu Evropské unie, obzvláště aspektu pravomocí národních parlamentů a jejich možností a schopností ovlivňovat evropský rozhodovací proces. Role národních parlamentů v evropské integraci se stala předmětem zájmu akademického výzkumu zejména díky prohlubování a rozšiřování Evropské integrace v posledních dvaceti letech. Vzhledem k rychlému vývoji však stále zůstává mnoho otázek ohledně jejich role, na něž je potřebné hledat odpovědi. Tyto otázky se týkají zejména role národních parlamentů přímo na evropské úrovni, ale i na úrovni národní. Druhá úroveň byla zkoumána méně, obzvláště v případě parlamentů členských států, jenž přistoupily k Evropské unii v roce 2004 a 2009. Tato disertace se zabývá některými aspekty působení všech národních parlamentů, detailnější studie je ale věnována případům České republiky, Polska a Slovenska. Výzkumné otázky kladené v této disertaci se týkají třech hlavních oblastí, všechny jsou ale vázány na praktické aspekty působení národních parlamentů. První oblast se týká role národních parlamentů na evropské úrovni a jejich příležitosti, schopnosti a ochoty vykonávat skutečnou kolektivní kontrolu evropského rozhodování na této úrovni. This dissertation deals with institutional aspects of the democratic deficit of the European Union, particularly the powers of national parliaments and their capabilities to influence decision-making at the European level. The national parliaments' role in European integration became an interesting research area thanks to their greater involvement in the EU affairs in the last twenty years. However, because of the many developments of the European integration in the last twenty years (including both deepening and broadening of integration), many questions remain open. These include involvement of national parliaments both on European level and on national level; for obvious reasons, the latter has been studied less regarding the parliaments of the Member States that joined the Union in 2004 and 2007. While this dissertation deals with some aspects of the work of national parliaments of all Member States, more detailed studies are devoted to the cases of the Czech Republic, Poland and Slovakia.
