Polská národnostní skupina v Německu

Abstract

(abstrakt) Tato práce se zabývá polskou národnostní skupinou v Německu, ke které se hlásí okolo 2 miliónů Poláků a Němců s polskými kořeny. Polonia má v Německu velmi rozvinutou organizační strukturu, která pečuje o polskou kulturu, jazyk i tradice a také prosazuje její práva, která vyplývají z Polsko-německé smlouvy o dobrých sousedských vztazích a přátelské spolupráci z roku 1991. Z výstupů kulatých stolů a konferencí, které jsou pro polsko-německý dialog zásadní, vyplývají problémy, se kterými se polská skupina potýká. Hlavní problém spočívá v asymetrii naplňování polsko-německé smlouvy z roku 1991, která garantuje stejná práva jak polské skupině v Německu, tak i německé menšině v Polsku, které Polsko uznalo statut národnostní menšiny. Dále potom nedostatek finančních prostředků, což znemožňuje efektivní fungování polských organizací a s tím souvisí i neuspokojivá úroveň výuky polského jazyka na státních školách. V práci docházím k závěru, že polská národnostní skupina sice není de jure uznanou národnostní menšinou, ale de facto má práva, která se běžně národnostní menšině přisuzují. This thesis deals with a Polish national group in Germany, Polonia, comprising about 2 million Poles and Germans with Polish origin. Polonia has a very well-developed organizational structure in Germany that takes care of Polish culture, language and traditions, as well as stands up for its rights listed in the Polish-German Treaty from the Polish-German Treaty of Good Neighborhood and Friendly Cooperation of 1991. Periodical roundtables and conferences that are crucial for the Polish-German dialogue show problems that the Polish group faces. There are asymmetries in the fulfilment of the Polish-German treaty of 1991, which guarantee the same rights for the Polish group in Germany as for the German minority in Poland: whereas the latter is officially recognized as a national minority in Poland, the former has not been awarded the minority status. Furthermore, there is a lack of funding in the case of Polonia, which prevents the effective functioning of Polish organizations, and the unsatisfactory level of teaching Polish at public schools.
