Proměny mezinárodních organizací: zkušenosti IAEA v Iráku a Íránu

Abstract

Tato práce se zabývá Mezinárodní agenturou pro atomovou energii (MAAE) a její reflexí po zkušenostech z Iráku a Íránu. Práce postupně uvádí čtenáře do základního teoretického chápání mezinárodních organizací a procesu změn v nich a poté pomocí případových studií ukazuje, v jakých oblastech měla MAAE problém s verifikací a monitoringem, případně jakým výzvám musela tato mezinárodní organizace čelit. Práce posléze ukazuje, k jakým změnám došlo uvnitř MAAE, jak byly dané problémy reflektovány a k jakému pokroku došlo v oblasti jejich řešení. Významnou částí práce je také srovnání nového stavu s tím, jakými pravomocemi disponovala MAAE před těmito změnami, a jak tyto změny proměnily možnost MAAE vykonávat své poslání specifikované ve Statutu MAAE. Na závěr dochází k zařazení těchto změn do teoretického rámce a vysvětlení rozdílnosti řešení, a především změny v MAAE po zkušenosti z Iráku a Íránu. Stěžejní část tak tvoří deskripce vývoje jaderných programů v obou těchto státech a také ukázka toho, jak Mezinárodní agentura pro atomovou energii postupovala, jaké nástroje využila a o co se při výkonu svého mandátu musela opírat.

This paper discusses the International Atomic Energy Agency (IAEA), and its experience from Iraq and Iran. The paper provides the reader with principal theoretical understanding of international organizations, understanding of the process of change in the IO's and then, using two separate case studies, explains problems of the IAEA during the Iraq nuclear crisis and later, during the Iran nuclear crisis. The paper afterwards discusses the changes inside the IAEA which were considered necessary after that experience. An important part of this paper is also a comparison of the new state with the previous extension of the authority of the IAEA, and how these changes improved the execution of that authority, as specified in the IAEA Status. In the end, the paper categorizes these changes into the theoretical understanding of change in the International Organizations, namely changes after the Iraq and Iran experience. The main part is, therefore, a description of the evolution of these countries' nuclear programme, and a description of the IAEA processes, tools and authority needed during the execution of these rights.
