Faktory úspěšnosti rozvojové strategie pro venkovské mikroregiony na příkladu mikroregionu Novostrašecka

Abstract

The development strategy is one of the instruments supporting regional development of the territory and currently is being applied in most OECD countries. However, preparation and processing of a strategic document can not in itself. For the successful evaluation of a strategic document is essential the realization of its priorities and objectives. The presented work focuses on examining the factors that leads to the success of specific microregional strategies. The thesis discusses in detail the factors that can contribute to the successful fulfillment of the strategic plan and lead to the success of the development strategy and thus to the socio-economic position of the region where the strategy is implemented. The theoretical basis was tested on the example of two selected rural micro-regions. As a result of the work, it can be considered that the most significant impact on the success of the development strategy has a factor of human resources, which confirms one of the hypotheses stated. Another goalof the thesis is to find out how the municipal representatives and the chairman of the microregion perceives the success of the development strategy. Strategie rozvoje je jedním z nástrojů podporující regionální rozvoj území a v současné době se uplatňuje ve většině zemí OECD. Příprava a zpracování strategického dokumentu však není samo o sobě možné hodnotit jako úspěch. Podstatné pro úspěšné hodnocení strategického dokumentu je realizace jeho priorit a cílů. Předložená práce se soustřeďuje na zkoumání faktorů, které vedou k úspěchu konkrétních mikroregionálních strategií. V práci jsou podrobně diskutovány faktory, které se mohou podílet na úspěšném naplnění strategického záměru a vedou k úspěchu rozvojové strategie a tím i k posílení sociálně ekonomického postavení regionu, kde se strategie realizuje. Teoretická východiska byla testována na příkladu dvou vybraných venkovských mikroregionů. Jako stěžení výsledek práce lze považovat již mnohokrát prokázané zjištění, že největší vliv na úspěšnost rozvojové strategie má faktor lidských zdrojů, čímž byla potvrzena jedna ze stanovených hypotéz. Dalším cílem práce je zjištění, jak vnímají úspěšnost představitelé obcí a předseda mikroregionu. Výsledky zjištění byly porovnány s výzkumem, který proběhl v českých a německých obcích v roce 2013.
