Cenzura ruského internetu a zásady, kterými se řídí

Abstract

The bachelor thesis entitled "Internet Censorship in the Russian Federation and Principles of Its Work" descibes the state controll of electronical resources in Russia. The thesis summarizes types of websites which could be limited according to russian law. It also provides an analysis of unwritten rules leading to ban of a website. Unwritten rules are discovered using quantitative research of network servers banned by the General Procuror of Russia in period April - June 2017. State institutions responsible for the Internet censorship in Russia are examined as well. Main concern is given to a federal service called Roskomnadzor. Circumstances, in which the service was founded, its purposes and intentions are explained in the text. The thesis also studies the complementarity between the Internet censorship and other methods of network regulation. Different impacts of direct and soft censorship are mentioned too.

Bakalářská práce "Cenzura ruského internetu a zásady, kterými se řídí", se věnuje státním regulacím elektronických zdrojů na území Ruské federace. Autorka uvádí, jaké druhy webových stránek mohou podle zákona podléhat státní kontrole. Kromě toho analyzuje několik nepsaných pravidel, jež mají vliv na zablokování internetových serverů v Rusku. Při zkoumání nepsaných pravidel ruské internetové cenzury se autorka opírá o kvantitativní výzkum stránek zablokovaných na příkaz Generální prokuratury Ruské federace během dubna, května a června 2017. Kromě charakteristických vlastností zakázaných serverů se autorka zabývá i státními orgány, jež internetovou cenzuru provádějí. Zaměřuje se zejména na federální orgán Roskomnadzor, popisuje okolnosti jeho vzniku, jeho funkci i záměry při regulaci obsahu na internetu. Bakalářská práce také sleduje, jak se internetová cenzura doplňuje s jinými metodami kontroly internetu, a využití přímé i nepřmé cenzury v současném Rusku.
