Energetická bezpečnost pobaltských států Estonska, Lotyšska a Litvy

Abstract

Energetická bezpečnost je v současné době často skloňované téma. Hovoří se o ní v souvislosti s řadou konfliktů v zemích třetího světa, které díky zásobám energetických surovin, jako jsou ropa a plyn ovlivňují energetický trh. Pro některé státy je však otázka zajištění energetické bezpečnosti otázkou životně důležitou. Takovým příkladem jsou pobaltské státy - Estonsko, Lotyšsko a Litva jsou totiž závislé na dodávkách fosilních paliv z okolních zemí, a i když jsou členskými státy EU, až donedávna nebyly energetické trhy v Pobaltí liberalizovány a ani napojeny na zbytek evropské energetické infrastruktury. Je známým faktem, že hlavním dodavatelem fosilních paliv do Pobaltí je Ruská federace. Pobaltské státy se proto již od znovuzískání samostatnosti, snaží snížit vliv Ruské federace na pobaltský energetický trh. Tato diplomová práce se proto zabývá analýzou energetické bezpečnost všech tří pobaltských států. Práce pečlivě rozebírá všechny aspekty jejich energetických sektorů. Zkoumá jak historický vývoj regionu, díky kterému porozumíme vlivu Ruské federace na Pobaltí, tak i úroveň mezinárodní spolupráce pobaltských států s EU při zajišťování energetické bezpečnosti. Analýza se zaměří i na vztahy mezi jednotlivými pobaltskými státy a energetickou politiku, kterou zvolili pro svůj energetický sektor....

Energy security is currently a favourite topic. It is being talked about in the context of several conflicts in Third World countries that, due to the supply of energy raw materials such as oil and gas, affect the rest of the world. For some states, however, the issue of ensuring energy security is a more vital. Some states, such as the Baltic countries - Estonia, Latvia and Lithuania, are dependent on supplies of fossil fuels from neighbouring countries. Moreover, up until recently their energy markets have not been liberalized, nor connected to the rest of the Europe. It is a well-known fact that the Russian Federation is the main supplier of these raw materials to them. Therefore, the Baltic states have been trying to reduce the influence of the Russian Federation in the Baltic region since they regained independence 26 years ago. This diploma thesis deals with the analysis of the energy security of all three Baltic countries. The thesis carefully analyses all aspects of their energy sector. It examines the historical development of the region, thanks to which we can understand the influence of the Russian Federation on the Baltics energy sector, as well as the level of international cooperation of the Baltic states with the EU in ensuring energy security.
