Vývoj lotyšsko-ruských vztahů v letech 1991-2010 v kontextu integrace Lotyšska do EU a NATO

Abstract

This bachelor thesis deals with the development of relations between the Republic of Latvia and the Russian Federation in years 1991-2010 in the context of Latvia's accession to the European Union and North Atlantic Treaty Organization and with the impact the integration in these organizations have had on bilateral relations of Latvia and Russia. The thesis asks whether the relations of Latvia and Russian Federation improved after Latvia joined the EU and NATO to the effect that the conflicting themes disappeared from bilateral agenda or at least decreased in number. The thesis also asks which particular areas and themes of Latvian- Russian relations were affected by EU and which by NATO and whether the effect was positive or negative. Using literature I am trying to prove that the relations between Latvia and Russia improved in several areas and that some conflicting themes were removed. I work on hypothesis that Latvia's membership in the EU and NATO had been a factor that created opportunity for improving relations. It was because integration eliminated the existential concerns of Latvian politicians, who could therefore stop perceiving Russia as an imminent threat to national security. Tato práce pojednává o vývoji vztahů Lotyšské republiky s Ruskou federací v letech 1991- 2010 v kontextu vstupu Lotyšska do Evropské unie a Severoatlantické aliance a o dopadu, který měla integrace do těchto organizací na bilaterální vztahy Lotyšské republiky s Ruskem. Práce si klade otázku, zda se po vstupu Lotyšské republiky do EU a NATO zlepšily její vztahy s Ruskou federací v tom smyslu, že z agendy bilaterálních vztahů vymizela či alespoň ubyla konfliktní témata a spory. Práce se dále ptá, které konkrétní oblasti a témata lotyšsko- ruských vztahů ovlivnila EU, které NATO a zda byl dopad pozitivní či negativní. S použitím literatury se snažím dokázat, že vztahy Lotyšska a Ruské federace se v určitých oblastech zlepšily a byla z nich odstraněna některá konfliktní témata. Vycházím přitom z hypotézy, že členství Lotyšska v EU a NATO bylo faktorem, který vytvořil možnosti pro zlepšení vztahů. Odstranilo totiž existenciální obavy lotyšských politiků, kteří tak mohli přestat vnímat Ruskou federaci jako bezprostřední hrozbu pro národní bezpečnost. U Ruska pracuji s předpokladem, že po integraci Lotyšska do euroatlantických struktur a přenesení bilaterální agendy do širšího formátu NATO-Rusko a EU-Rusko, skončilo s výpady a snahou udržet Lotyšsko ve své sféře vlivu.
