Abstract

Resumé Cílem práce je analýza volebního procesu všeobecných voleb do Dolní sněmovny britského Parlamentu. Text sestává z rozboru problematiky dvou základních otázek. První otázka je, co se týče rozsahu, obsáhlejší a jedná se o zmíněnou analýzu voleb. Druhá oblast problematiky souvisí úzce s první a týká se referenda o změně volebního systému v roce 2011. Text práce je logicky strukturován do 4 základních kapitol, které jsou zpravidla dále členěny na podkapitoly. První kapitola se věnuje pouze obecně britskému Parlamentu od historických počátků, až po dnešní moderní podobu. Zároveň zahrnuje stručnou specifikaci obou sněmoven, včetně jejich složení a zaměření náplně práce. Druhá kapitola je již zaměřena na otázku všeobecných voleb, v úvodu se věnuje aplikovanému volebnímu systému. Ten je založen na principu "first past the post", který řadíme do "rodiny" většinových volebních systémů. Zmíněny jsou i specifika aplikace daného systému, tedy výhody a tzv. systémové chyby, které přináší. Další podkapitola se věnuje systematice právní úpravy voleb. V souvislosti s tímto je důležité zdůraznit, že neexistuje jeden volební zákon, který by přehledně reguloval celý volební proces. General Election to the House of Commons Abstract The aim of this thesis is to analyze the electoral process of general elections to the House of Commons of the British Parliament. The text analyzes the problematics of the two basic questions. The first question is, in regards to the scope, more comprehensive, and it is an analysis of the aforementioned general elections. The second area of the matters relates closely to the first area and concerns the referendum on changing the electoral system in 2011. The text is logically structured into four chapters, which are usually further divided into subsections. The first chapter is devoted purely to the British Parliament in general, spanning from their historical origins to today's modern appearance. It also includes a brief specification of both of the Houses, including their composition and a scope of work. The second chapter is discussing the matter of general elections, the introduction to this chapter is devoted to applied electoral system. This system is based on the principle of "first past the post", which belongs to the "family" of majority electoral systems.
