Deregulace nájemného ve střední a východní Evropě

Abstract

Bakalářská práce se zabývá tématem deregulace nájemného ve vybraných státech střední a východní Evropy, pozornost je věnována zejména srovnání České republiky a Slovenska. Jsou teoreticky popsány znaky a dopady regulace a také možnosti jejího odstranění formou privatizace nebo deregulace. Práce dále shrnuje specifika vývoje regulace a deregulace v Česku, Slovensku a Polsku od jejího počátku v prvním polovině 20. století až do současnosti. Zaměřuje se na český a slovenský zákon o jednostranném zvyšování nájemného a stížnost polské občanky z Evropskému soudu pro lidská práva. Druhá část je věnována podrobnějšímu srovnání dopadů regulace a deregulace, jako je například podíl nájemního bydlení na celkovém bytovém fondu a míra vnitřní migrace, v České republice, na Slovensku a v jednotlivých krajích. This thesis deals with the theme of rent deregulation in selected countries in Central and Eastern Europe, attention is paid to the comparison between the Czech Republic and Slovakia. There are theoretically described the characteristics and impacts of rent control and its possible elimination through privatization and deregulation. The thesis summarizes the specifics of regulation and deregulation process in the Czech Republic, Slovakia and Poland since its beginning in the first half of the 20th century to the present. It focuses on the Czech and Slovak law on unilateral rent increases and a Polish citizen's complaint to the European Court of Human Rights. The second part is devoted to a more detailed comparison of the impacts of regulation, such as the proportion of rental housing in the total housing stock and the rate of internal migration, in the Czech Republic, Slovakia and in their regions.
