Komparace měnových politik vybraných centrálních bank

Abstract

This thesis compares monetary policies, institutional status and different approaches to the selection of monetary policy and setting goals of central banks in the case of Czech National Bank, the European Central Bank and the Federal Reserve System. The first chapter deals with the characteristics of the central bank, legislative regulation of the Czech National Bank is analysed there and it mentions the Czech peculiarities in the adjustment of the central bank. In addition, this chapter deals with the possibilities for the name of the central bank and there are examples of different solutions from the world. The second chapter focuses on the analysis of the central bank's position in the state. It emphasise independence as it is the core value for the central bank. This chapter also describes the regulatory and supervisory powers of the central bank and briefly discuss the composition of assets and financing of the central bank and its basic financial statements. The third chapter deals with the theory of monetary policy. Particular attention is paid to the monetary policy of inflation targeting. Tato práce srovnává monetární politiky, institucionální zakotvení a různé přístupy k výběru měnové politiky a nastavení cílů centrální banky v případě České národní banky, Evropské centrální banky a Federálního rezervního systému. První kapitola se zabývá charakteristikou centrální banky, je tu analyzována legislativní úprava České národní banky a zmíněny zvláštnosti české úpravy. Dále se tato kapitola věnuje možnostem, které pro název centrální banky existují a jsou tu uvedeny příklady různých řešení ze světa. Druhá kapitola je zaměřena na rozbor postavení centrální banky ve státě. Jako základní hodnota je tu zdůrazněna nezávislost centrální banky a vysvětluje se zde proč tomu tak je. V této kapitole jsou také popsány regulativní a dohledové pravomoci centrální banky a stručně je tu probráno složení majetku a financování centrální banky a její základní účetní výkaz. Třetí kapitola pojednává o teorii měnových politik. Zvláštní pozornost je věnována měnové politice cílování inflace. Krom toho je v této kapitole uveden přehled transmisních mechanismů a nastíněno jejich fungováni a také jsou tu probrány měnově politické nástroje, kterými centrální banky disponují.
