Vývoj v Severním Irsku po Velkopáteční dohodě (1998-2008)

Abstract

This bachelor deals with an ethnic and religious conflict which divided in recent years the society of Northern Ireland into two irreconcilable communities. The negotiations brokered by the Irish and the British governments between major political parties in Northern Ireland in the late 90s opened space for a new phase of the peace process which ended in the signing-up of the Good Friday Agreement. The Agreement enabled to set a government and for the second time to reiterate the devolution suspended in 1974 because of the 1969 violent clashes. This work analyses a ten-year-long development in the province after 1998 underlying the political situation, the accomplishment of the peace process and the convergence of the population. Treating the operation of the new institutions based on the cooperation within Northern Ireland, between Northern Ireland and the Republic of Ireland and between the Irish and the British governments, in the centre of the attention there is a decommissionning process which has split up considerably political participants and Northern Irish society and has prevented for a long time from dealing a compromise. Tato bakalářská práce se zabývá etnicko-náboženským konfliktem, který rozděloval v nedávné minulosti severoirskou společnost na dvě nesmiřitelné komunity. Rozhovory zprostředkované irskou a britskou vládou mezi hlavními severoirskými politickými stranami na konci 90. let otevřely prostor pro novou fázi mírového procesu, na jejímž konci stál podpis Velkopáteční dohody v roce 1998. Dohoda umožnila po složitých jednáních sestavit vládu a podruhé obnovit v Severním Irsku devoluci pozastavenou v roce 1974 kvůli násilným střetům v roce 1969. Práce analyzuje desetiletý vývoj v provincii po roce 1998 s důrazem na politickou situaci, dokončení mírového procesu a sbližování obyvatelstva. Velkopáteční dohoda ošetřuje fungování nových institucí založených na spolupráci v rámci Severního Irska, mezi Severním Irskem a Irskou republikou a mezi irskou a britskou vládou. V centru pozornosti stojí proces odzbrojení, které výrazně rozdělovalo politické představitele i severoirskou společnost a dlouhodobě bránilo uzavření kompromisu. Mezi další témata patří provedení policejní a justiční reformy, přispění k usmíření obyvatelstva Severního Irska stejně jako uznání rovnosti v právech a péče o oběti násilných činů spojených s konfliktem.
