Regularizace nelegální migrace jako proces tvorby veřejných politik

Abstract

Diplomová práce "Regularizace nelegální migrace jako proces tvorby veřejných politik" pojednává o sociálním problému vysokého počtu neregulérních migrantů na území České republiky a regularizací jako nástroji, jenž by mohl pomoci k jeho snížení. Na regularizaci je nahlíženo jako na politický proces, jenž je teoreticky uchopen pomocí teorie koalic aktérů. Práce se spíše než o popis problematiky snaží o normativní definice dvou koalic, které stojí na odlišném přesvědčení a zastávají dva různé názory. Práce je zčásti koncipovaná jako případová studie, v níž byla teorie aplikována na téma regularizace, zčásti pak byla přiblížena jak samotná regularizace, tak i teorie koalic aktérů. V diplomové práci jsou identifikovány dvě koalice v rámci definovaného subsystému - proregularizační a protiregularizační. Každá z koalic má svá hluboká, veřejně politická a sekundární přesvědčení, která determinují jak vztah k samotnému tématu, tak vztah mezi koalicemi navzájem. V závěru práce autorka shrnuje informace o koalicích a jejich přesvědčení do tří srovnávacích tabulek, kde lze konfrontovat jejich přístupy. Součástí poslední části práce je také kapitola Změny přesvědčení a politik, kde jsou představeny dvě politiky, systém dobrovolných návratů a individuální regularizace.

'Regularization of Illegal Migration as a Policy-making Process' deals with the social problem of having a high number of irregular migrants in the Czech Republic and regularization as a tool that could help reduce it. Regularization is seen as a political process theoretically described by using the Advocacy Coalition Framework. This thesis tries to find normative definitions of the two coalitions, which hold different beliefs and two different points of view rather than describe the problem. The work is partly designed as a case study in which the theory is applied to the issue of regularization in part there is also an explanation of regularization as well as the Advocacy Coalition Framework. The thesis defines the two coalitions within the subsystem - the for-regularization and anti-regularization coalitions. Each coalition has its deep core and policy core beliefs that determine the relationship to the topic as well as the relationship between the coalitions themselves. In conclusion, the author summarized the information about the coalitions and their belief in three comparative tables where one can confront their approaches.
