Nestátní neziskové organizace (NNO) jako aktéři integrační politiky ve vztahu k cizincům

Abstract

This diploma thesis "Non-governmental Organizations (NGOs) as a Stakeholders of the Integration Policy in Relation to the Foreigners" discsusses the Czech integration policy and the role of these organizations in the process of formation and implementation of this policy. It provides basic insight into the integration policy and process of its making, focuses on the role of individual stakeholders in this process, examines the relationships between the concerned stakeholders and focuses on problem areas connected with the theme of this thesis. This thesis is based both on information obtained from available sources (legislation, strategies, researches, etc.) and the views and opinions of representatives of the nonprofit sector and employees of the Ministry of Interior of the Czech Republic, which were formed on the grounds of their experience. The process of integration of foreigners is closely related to the phenomenon of migration, which has been an integral part of the life of all societies in different periods of time. Předkládaná diplomová práce "Nestátní neziskové organizace (NNO) jako aktéři integrační politiky ve vztahu k cizincům" pojednává o české integrační politice a roli zmíněných organizací při jejím vytváření a realizaci. Přináší základní pohled na integrační politiku a její tvorbu, soustředí se na roli jednotlivých aktérů v tomto procesu, zkoumá vztahy mezi zainteresovanými hráči a zaměřuje se na problémové oblasti vyskytující se v souvislosti s probíraným tématem. Práce se opírá jak o informace získané z dostupných zdrojů (právní úpravy, strategie, výzkumné studie atd.), tak o pohledy samotných zástupců neziskového sektoru a zaměstnanců Ministerstva vnitra České republiky, jež byly formovány na základě jejich zkušeností. Proces integrace cizinců úzce souvisí s fenoménem migrace, jenž byl nedílnou součástí života všech společností v různých časových obdobích. Nejinak je tomu i dnes, kdy aktuálnost tohoto tématu potvrzují jak celkové statistiky o počtu obyvatel na zeměkouli1 , tak i data o migrujících lidech2 . Význam tohoto tématu podtrhuje také fakt, že v dnešním globalizovaném světě dosahuje míra provázanosti jednotlivých zemí historicky nejvyšší úrovně, což obzvláště vynikne, žijeme-li na evropském kontinentě a v zemi, jež je členem mnoha mezinárodních organizací.
