Změny v SZBP v Lisabonské smlouvě

Abstract

práce v českém jazyce Snaha o postavení Evropy jako významného globálního hráče v rámci systému mezinárodních vztahů provází evropskou integraci od jejího počátku. Společná zahraniční a bezpečnostní politika a její předchůdkyně, Evropská politická spolupráce, jsou mimořádně důležitou složkou procesu evropské integrace. Tato snaha se přetváří již v nutnost, stejně tak jako hledání cesty, jak nejlépe zefektivnit, zpružnit a nadále rozvíjet unijní vnější vztahy tak, aby Evropa mohla být silným, koherentním a důvěryhodným hráčem s náležitou vahou v mezinárodním systému. Pro účely diplomové práce jsem se pokusila nastínit hlavní změny v oblasti SZBP, které přinesla Lisabonská smlouva, přičemž oblast evropské bezpečnostní a obranné politiky, zejména vojenské aspekty, jsem záměrně ponechala stranou. V první části této práce jsem stručně shrnula historický vývoj procesu evropské integrace v zahraničně-politických vztazích, přičemž jsem se snažila zdůraznit specifické instituty v oblasti SZBP a poskytnout základní teoretická východiska, důležitá pro představu o postavení SZBP. Ve druhé kapitole jsem se pokusila ohraničit oblast SZBP, resp. vnějších vztahů prostřednictvím jejich avizovaných cílů ve smlouvě.
