Komparace pozic a funkcí prezidenta České republiky a Francie

Abstract

Diplomová práce Komparace funkcí a pozic prezidenta České republiky a Francie porovnává instituty hlavy státu dvou evropských zemí a ukazuje, v čem se podobají či naopak liší. Představuje je v kontextu politického režimu a historického vývoje daných zemí. Na úvodní teoretickou část o politických systémech a hlavě státu navazují kapitoly, které se zabývají současným stavem České republiky a Francie z hlediska jejich administrativního rozdělení, vzniku a vývoje republikánství a rozdělení moci. Následující stěžejní část se věnuje srovnání českého a francouzského prezidenta v různých oblastech jako je volba do úřadu, nástup a odchod z funkce, délka mandátu, prezidentské pravomoci, politická a trestní odpovědnost či zahraniční politika. Poslední kapitola pojednává o současném francouzském prezidentovi, kterým je Nikolas Sarkozy, o jeho cestě do čela státu a o problémech, s nimiž se setkává. Cílem práce je za použití aktuálních zdrojů tištěných i elektronických představit funkci české a francouzské hlavy státu v jejich vzájemné komparaci. Lze ji použít jak ve výuce společenských věd tak i francouzského jazyka.

The thesis The Comparison of the functions and statuses of the presidents of the Czech Republic and France compares the institutions of the leadership of two European countries and presents the differences and similarities between those. It features them in the context of the political regime and historical development of the given countries. The introductory theoretical part concerned with political systems and state leadership in general is followed by chapters which deal with the contemporary state of the Czech Republic and France in terms of their administrative division, the origin and development of republicanism and the distribution of powers. The main part of the thesis focuses on the comparison of the Czech and French presidents in various domains, such as presidential elections, accession to and vacation of the presidential function, length of term, powers of the president, political and criminal responsibility, or foreign politics. The last chapters deal with the contemporary French president, Nicolas Sarkozy, with his way to the position of the head of state and with the problems he encounters.
