Ruská okupace Ukrajiny: okupace podle příručky?

Abstract

This thesis examines whether the Russian Federation applies consistent and recurring patterns of behaviour when occupying foreign territories, which could form the basis of a so-called "Russian occupation playbook." The aim of the thesis is to answer the question of whether consistent patterns in Russia's occupation tactics can be identified patterns that may constitute an "occupation playbook" used by the Russian Federation during the occupation and annexation of sovereign territories. Based on the case study of the occupation of Crimea, the thesis defines six core areas of the Russian occupation playbook: military intervention, legal theatre, political transformation, Russification, militarization, and economic integration. This analytical framework is subsequently applied to the territories occupied after 2022 (Donetsk, Luhansk, Kherson, and Zaporizhzhia regions). The results of the analysis show that the Russian occupation playbook indeed exhibits surprisingly consistent behavioural patterns repeated across the analysed cases. The fundamental differences between the two cases arise primarily from different military and political contexts, the degree of civilian resistance, and broader situational factors. Tato diplomová práce se zabývá otázkou, zda Ruská federace při okupaci cizích území uplatňuje konzistentní a opakující se vzorce chování, které by mohly tvořit rámec tzv. "ruské okupační příručky". Cílem práce je na základě komparativní analýzy dvou případových studií - anexe Krymu v roce 2014 a okupace čtyř ukrajinských oblastí (Doněcké, Luhanské, Chersonské a Záporožské) po roce 2022 - zodpovědět otázku, zda "lze identifikovat konzistentní vzorce v ruské okupační taktice, které by mohly tvořit "okupační příručku" používanou Ruskou federací při okupaci a anexi území suverénních států". Práce na základě případové studie okupace Krymu formuluje pět hlavních oblastí ruské okupační příručky: vojenskou intervenci, právní divadlo, politickou transformaci, rusifikaci, militarizaci a ekonomickou integraci. Tento rámec je následně aplikován na případy území okupovaných po roce 2022. Výsledky analýzy ukazují, že ruská okupační příručka skutečně vykazuje až překvapivě konzistentní vzorce chování, které se opakují napříč analyzovanými případy. Zásadní rozdíly mezi oběma případy vycházejí především z odlišného vojenského a politického kontextu, míry odporu obyvatelstva a dalších širších okolností.
