Německá energetická bezpečnost v kontextu rusko-ukrajinského konfliktu: otázka sekuritizace dodávek ruského zemního plynu v politické debatě

Abstract

The thesis deals with the issue of securitisation of Russian natural gas supplies from the perspective of German energy security and focuses on the period after the beginning of the Russian-Ukrainian conflict. The thesis starts by defining the concept of energy security, its levels and threat categories. Subsequently, the main features of German energy policy and the development of German-Russian energy relations with a focus on natural gas supplies are presented. Based on a knowledge of the historical context of the German-Russian energy partnership, the thesis asks when and how, or in response to which events, the securitisation and desecuritisation of Russian natural gas supplies to Germany occurred in the political debate. It then focuses on the question of which actors securitised or desecuritised the debate on Russian gas supplies and for what reasons. Using discursive analysis, the thesis traces the development of this phenomenon in relation to German energy security in the political debate among members of the Bundestag, specifically in the periods 2014, 2019, 2020/2021 and 2022. Diplomová práce se zabývá otázkou sekuritizace dodávek ruského zemního plynu z pohledu německé energetické bezpečnosti a zaměřuje se na období po začátku rusko-ukrajinského konfliktu. Úvodem práce vymezuje koncept energetické bezpečnosti, její úrovně a kategorie hrozeb. Následně jsou představena klíčová specifika německé energetické politiky a vývoj německo-ruských energetických vztahů s důrazem na dodávky zemního plynu. Na základě znalosti historického kontextu německo-ruského energetického partnerství si práce klade otázku, kdy a jak, případně v reakci na jaké události, došlo k sekuritizaci a desekuritizaci dodávek ruského zemního plynu do Německa v politické debatě. Dále se zaměřuje na otázku, kteří aktéři a z jakých důvodů sekuritizovali či desekuritizovali debatu o dodávkách ruského zemního plynu. Pomocí diskurzivní analýzy práce sleduje vývoj tohoto fenoménu ve vztahu k německé energetické bezpečnosti v politické debatě poslanců Bundestagu, a to konkrétně v období let 2014, 2019, 2020/2021 a 2022. Zatímco po anexi Krymu a vypuknutí násilných střetů vnímali někteří němečtí poslanci Rusko jako méně důvěryhodného partnera, tyto obavy se nepromítly do energetické politiky a Německo zůstalo věrné interdependentnímu vztahu, v němž historicky spatřovalo záruku bezpečnosti.
