Postavení předsedy parlamentu: britský parlament v komparativním srovnání

Abstract

The thesis deals with the position of the Speaker of the House of Commons of the United Kingdom of Great Britain and Northern Ireland. It analyses the position of the Speakers of the parliaments in six selected cases, which are the devolved parliaments and the parliaments of Crown dependencies. The thesis aims to determine whether the position of the Speaker of the parliament in the devolved parliaments of Scotland, Wales, and Northern Ireland, and the parliaments of Crown dependencies, namely the Isle of Man, Jersey, and Guernsey, is derived from the British model. The first part of the thesis introduces the institution of the Speaker of the House of Commons of the United Kingdom and its significant position within the Westminster Parliament. The thesis then examines the position of the Speakers of the devolved parliaments of Scotland, Wales, and Northern Ireland, which were established as part of the devolution process in 1998. It then analyses the position of the Speakers in the parliaments of the Isle of Man, Jersey, and Guernsey, which have been Crown dependencies of the United Kingdom since 1801. Diplomová práce se zabývá postavením předsedy Dolní sněmovny Parlamentu Spojeného království Velké Británie a Severního Irska a analýzou postavení předsedů parlamentů v šesti vybraných případech, kterými jsou devoluční parlamenty a parlamenty korunních dependencí. Záměrem práce je zjistit, zda se postavení předsedy parlamentu v devolučních parlamentech Skotska, Walesu, Severního Irska a parlamentech korunních dependencí, kterými jsou Ostrov Man, Jersey a Guernsey, odvíjí od britského modelu. První část práce představuje institut předsedy Dolní sněmovny Parlamentu Spojeného království a jeho signifikantní postavení v rámci Westminsterského parlamentu. Následně práce zkoumá postavení předsedů parlamentů Skotska, Walesu a Severního Irska, jejichž funkce byla ustanovena v rámci devolučního procesu v roce 1998 a poté jsou analyzována postavení předsedů v parlamentech Ostrova Man, Jersey a Guernsey. Poslední část práce provádí komparaci vybraných případů s případem Spojeného království a jsou identifikovány shodné a odlišné rysy v postavení předsedů parlamentů. Práce by měla zodpovědět otázku, zda je pozice předsedy parlamentu ve vybraných případech ustanovena podobným způsobem jako je tomu v případě britského speakera.
