Energetická bezpečnost Brazílie v kontextu klimatické změny

Abstract

Práce zkoumá prostřednictvím kritické diskurzivní analýzy diskurz energetické bezpečnosti v Brazílii. Na projevech dvou prezidentů a současně dvou prezidentských kandidátů v říjnových volbách 2022, Jaira Bolsonara a Luly da Silvy, je ilustrována konstrukce energetického diskurzu s cílem odhalit skryté vzorce a vztahy. Je zjišťován význam regionu Amazonie pro energetickou bezpečnost v kontextu klimatické změny, sekuritizace energetického sektoru, významné regiony Brazílie z hlediska energetické bezpečnosti, význam hydroenergetiky a obecně způsob, jakým je energetická bezpečnost konstruována oficiálním diskurzem, tj. ze strany vlády Brazílie. Časovým rámcem pro analýzu je období od roku 2002 do 2022. Analýza projevů odhalila, že významným regionem pro energetickou bezpečnost je zejména Severovýchodní a Severní region. K sekuritizaci energetického sektoru dle výsledků analýzy nedochází, jedná se však o politizované téma využívané jako nástroj v rámci mezinárodní a sociální politiky. Probíhá však sekuritizace životního prostředí v diskurzu Luly. Z analýzy dále vyplynulo, že energetická bezpečnost je pro oba prezidenty ohrožena nedostatečnou infrastrukturou a pro Bolsonara také vysokými cenami. The following thesis examines the discourse of energy security in Brazil through a critical discursive analysis. The construction of energy discourse is illustrated through the speeches of two presidents and simultaneously two presidential candidates in the October 2022 elections, Jair Bolsonaro and Lula da Silva, in order to reveal hidden patterns and relationships. The relevance of the Amazon region for energy security in the context of climate change, the securitization of the energy sector, the important regions of Brazil in terms of energy security, the importance of hydropower and, in general, the way energy security is constructed by the official discourse, i.e., by the Brazilian government, are identified. The time frame for the analysis is the period from 2002 to 2022. The analysis of the discourses reveals that the Northeast and the North are particularly important regions for energy security. According to the results of the analysis, securitisation of the energy sector is not occurring, but it is a politicised issue used as a tool in international and social politics. However, environmental securitization in Lula's discourse is taking place.
