The effect of rainfall on voter turnout: Evidence from the Czech Republic

Abstract

Existing research suggests that rainfall on election days has, at least under some circumstances, a significant negative effect on voter turnout. The purpose of this thesis is to assess whether this is also the case in the Czech Republic. The results support the hypothesis, with the preferred specification suggesting that one additional millimeter (mm) of precipitation on election day is associated with a drop in turnout rates of around 0.26 to 0.38 percentage points. We find that election type plays a key role in determining the effect of rainfall on voter's participation. For the elections to the Chamber of Deputies, we find evidence of an inverted U-shape relationship, consistent with the notion that small amounts of rain do not play a significant role in an important election, while heavy rain (around 6mm and more) decreases turnout with every additional mm of rain. For the elections to the European Parliament, which are generally perceived as less important, we find turnout to be negatively associated with even smaller amounts of rain: one additional mm of rain is associated with a 0.82 percentage point decrease in the turnout rate. Dosavadní výzkumy naznačují, že srážky ve dnech voleb mají, alespoň za určitých okolností, výrazně negativní vliv na volební účast. Cílem této práce je posoudit, zda je tomu tak i v české republice. Výsledky podporují hypotézu, že jeden milimetr (mm) srážek navíc v den voleb je spojen s poklesem volební účasti přibližně o 0,26 až 0,38 procentního bodu. Zjistili jsme, že druh volby hraje klíčovou roli při určování vlivu srážek na účast voličů. Pro volby do Posla- necké sněmovny nacházíme důkazy o vztahu ve tvaru obráceného písmene U, což je v souladu s představou, že malé množství srážek nehraje v důležitých volbách významnou roli, zatímco vydatné deště (kolem 6 mm a více) snižují volební účast s každým dalším mm srážek. U voleb do Evropského parlamentu, které jsou obecně vnímány jako méně důležité, zjišťujeme, že pokles v účasti je spojen s ještě menším množstvím srážek: jeden mm srážek navíc je spojen se snížením volební účasti o 0,82 procentního bodu. Nakonec analyzujeme souvis- lost mezi těsností volebních výsledků, srážkami a volební účastí a zjišťujeme, že v důležitých volbách těsný souboj dvou kandidátů povzbuzuje obyvatele aby šli k volbám i když prší. U nedůležitých voleb je efekt opačný: když se očekává těsný výsledek, srážky jsou spojeny s nižší volební účastí. JEL Classification C21,...
