Politizácia a depolitizácia v Európskej integrácii

Abstract

Európska únia je pre politickú vedu zvláštna výzva pre obtiažnu zaraditeľnosť pod tradičné pojmy teórií politických vied. Táto obtiažnosť sa ešte zvýrazňuje, ak chceme skúmať EÚ ako politickú entitu a hľadať v nej prvky politična a politickej praxe. Doteraz sa totiž o politike rozmýšľalo v kontextu štátnosti, klasické texty vysvetľujúce, ale aj spoluvytvárajúce naše porozumenie politike a politickej praxi implicitne počítali so štátnosťou. Európska únia ale pojem a prax štátu presahuje. Intuitívne je zrejmé, že politické jednanie sa v nej určitej forme odohráva, alebo aspoň by sa malo odohrávať. Otázka kde, a akým spôsobom, je otázkou tejto práce. Na základe analýzy diel klasických teoretikov politického jednania sme získali predstavu o charaktere politického jednania, ktorá bola porovnaná s praxou vládnutia v EÚ. Ďalej sme na základe debaty o demokratickom deficite, ktorá je aj debatou o deficite politiky, získali predstavu o politizácií inštitúcií a tém na európskej úrovni. Známky politického jednania boli nájdené v politizácii inštitúcií EÚ, hlavne Európskeho Parlamentu - vo vzniku súdržných európskych strán a straníckeho systému, ktorého ústredná os je podľa ekonomického štiepenia a z toho plynúcich dôsledkov na predsedníctvo a teda na vedenie Komisie a taktiež na jej zloženie. European Union is a challenge for political sciences in these days, because of difficulties in its description in the terms of classical theories of political sciences. These difficulties are even greater, when we want to unravel the political entity of EU and find attributes of the politics and political praxis in it. The inherited tradition of political theory is tightly connected with the phenomenon of state. But EU goes beyond the state as a basic political structure. Nevertheless, there is an intuition, that there is some kind of politics and political praxis in the structures of EU. The question is, where we can find the praxis and how it looks like. Firstly, a characteristics of the political were found, according to the works of the classical theoreticians of political praxis, which were compared with governance in EU. Consequently, a tendency in politization of institutions an topics in European level was found, on the basis of the reflection on debates about democratic deficit in EU (which is also about deficit of politics in EU). Signs of political behavior were found in politization of European Parliament - in creation of robust political parties, party politics and system of parties, whose main axis of cleavage is leftist-rightist one.
