Oberhollabrunnský systém spisové služby v 1. polovině 20. století.

Abstract

Cílem práce je analyzovat kancelářskou reformu, která byla realizována v prvních dvou desetiletích 20. století v prostředí rakousko-uherské monarchie. Protože její počátky jsou spjaty s Okresním hejtmanstvím v Oberhollabrunnu (dnes v Hollabrunnu) ležícího v Dolních Rakousích, je běžně označována jako tzv. oberhollabrunnský systém, případně jako dolnorakouský systém, nebo také jako tzv. Kielmanseggova reforma. V roce 1905 se její užívání rozšířilo na všechna okresní hejtmanství v Dolních Rakousích a také byla zavedena u jednoho z hejtmanství v Haliči, v Přímoří a na Moravě. Na základě prakticky vyzkoušené normy byla hledána cesta, jak zlepšit úřadování také u zemských úřadů (místodržitelství). Proto např. pražský úřad druhé instance státní správy přistoupil na vlastní formu řešení. Podle svého autora nese tato varianta (odvozená od původní oberhollabrunnské normy) označení Raprrichův systém. Úvodní část předložené práce je věnována rozboru literatury týkající se novověké diplomatiky v kontextu kancelářských reforem. Zvláštní kapitolu tvoří pojednání o metodách novověké diplomatiky a jejich využití k výzkumu kancelářské reformy jako takové. The aim of the thesis is to analyse office reform which was implemented in the first two decades of the 20th century in the environment of Austro-Hungarian Monarchy. As its beginnings are bound up with District Office in Oberhollabrunn (nowadays Hollabrunn) situated in Lower Austria it is commonly reffered to as so-called Oberhollabrunn system, eventually as Low-Austria system or also Kielmansegg reform. In 1905 its utilisation was spread to all district offices in Lower Austria and it was implemented in one of the offices in Halič, in Přímoří and in Moravia as well. On the basis of an in practice tried and tested norm it was searched for a way of how to improve officework also at provincial offices (governorships). Therefore for example Prague's office of the second instance of state administration acceded to their own form of solution. According to its author this variant bears the denomination Raprrich's system. The introductory part of the presented thesis is dedicated to the analysis of the literature concerning modern diplomatics in the context of the office reforms.
