Kaliningradská oblast jako "pilotní region" ve vztahu Evropské unie a Ruska

Abstract

Tato magisterská diplomová práce se zabývá Kaliningradskou oblastí Ruské federace. Kaliningradská oblast je ruskou exklávou, jež je po rozšíření v roce 2004 již zcela obklopena členskými státy EU. Region, který je spojen s českými dějinami nejen osobou Přemysla Otakara II. jakožto zakladatelem dnešního Kaliningradu, má díky své strategické poloze naprosto specifický charakter. Ten se však v posledních letech s nutností adaptace na nové geopolitické a ekonomické podmínky dynamicky proměňuje. Evropská unie a Rusko jako dva hlavní političtí hráči proto musejí hledat specifický přístup ke Kaliningradské oblasti, která bývá v této souvislosti označována jako "pilotní region". Cílem diplomové práce bylo zachytit aktuální situaci tohoto dynamicky rostoucího regionu. Práce je rozdělena do tří oddílů, v nichž je Kaliningradská oblast nahlížena z různých aspektů: sociálně- politického a demografického, ekonomického a zahraničně-politického. V závěrečné části jsou také kriticky představeny možné scénáře vývoje. Diplomová práce klade důraz zejména na aktuální odbornou reflexi specifického charakteru Kaliningradské oblasti.

The master thesis deals with the Kaliningrad Oblast of the Russian Federation. The region is a Russian exclave completely surrounded with the European Union. It is linked with Czech history through King Ottokar II of Bohemia who founded the city of Kaliningrad. The unique character of the Kaliningrad Oblast has been changing during the few last years in context of new geopolitical and economical conditions in the broader region. Russia and the European Union as the main political actors must seek a new approach to the Kaliningrad Oblast to which is referred as "pilot region". The aim of the thesis is to describe the actual situation of this dynamically growing region. The text is divided into three sections with different focuses concerning the perspectives of social policy and demography, of economy and of foreign policy. Possible scenarios of future development are presented at the end of the work. Special emphasis is put on actual scientific reflections of the unique political character of the region.
