Vybrané problémy postpenitenciárního zacházení s pachateli trestné činnosti

Abstract

The "Chosen Issues of Post-penitentiary Care of Released Criminal Offenders" bachelor thesis deals with the system of social services provided for the individuals released from prison. The system is viewed as an intersection of two main social intentions; elimination of criminal recidivism and social ingration of ex-inmates. These intentions are reflected in the states security and social policy. The author uses stakeholder analysis to inquire into the post-penitentiary care system. This way she defines relevant stakeholders, their basic aims and rate of interest, as well as the activities of various stakeholders and their influence of the clients' situation. The basic categories of stakeholders are the service providers, their clients and other stakeholders influencing the clients and their situation. The more detailed categorization is based on the public service system. In terms of the stakeholder analysis and interviews with experts there are identified the basic problems the stakeholders have to face. The problems concern relationships among service providers, public opinion and measurability of post-penitentiary care achievements. The brief description of the problems is complemented by suggestions of their solutions or modulation of their impacts.

Bakalářská práce "Vybrané problémy postpenitenciárního zacházení s pachateli trestné činnosti" pojednává o systému sociálních služeb poskytovaných osobám propuštěným z výkonu trestu odnětí svobody. Tento systém je nahlížen jako průnik dvou celospolečenských intencí; eliminace kriminální recidivy a sociální integrace propuštěných pachatelů, reflektovaných v bezpečnostní a sociální politice státu. Autorka systém postpenitenciárního zacházení zkoumá prostřednictvím analýzy aktérů. Jejím užitím generuje relevantní aktéry a zjišťuje jejich základní cíle a míru zájmu, činnosti jednotlivých aktérů a jejich vliv na situaci klientů. Základní kategorie aktérů tvoří poskytovatelé služeb, jejich klienti a ostatní aktéři, kteří určitým způsobem ovlivňují klienta a jeho situaci. Podrobnější kategorizace vychází z hierarchie veřejné správy. Na základě analýzy aktérů, doplněné o rozhovory s experty, dochází k identifikaci základních problémů, kterým jednotliví aktéři čelí. Oblasti problémů se týkají vzájemných vztahů mezi poskytovateli služeb, postojů veřejnosti a měřitelnosti úspěšnosti realizace postpenitenciární péče. Stručný popis problémů pak doplňují doporučení k jejich řešení či zmírnění jejich dopadů.
