"Wir müssen kleine Brötchen backen": Německá zahraničně-kulturní a vzdělávací politika vůči Rusku v kontextu třetí vlády Angely Merkelové

Abstract

The diploma thesis deals with the analysis of Germany's foreign-cultural and educational policy, emphasizing the education sector to Russia during the third government of Angela Merkel. Attention is paid mainly to crucial changes and the definition of normative, institutional, and conceptual levels. The introductory part of the thesis deals with the essential introduction to the topic, setting goals, theses, and research questions. Furthermore, the methodology and critical evaluation of sources and literature are described here. The first chapter theoretically defines the analytical concepts of soft power, civil power, geo-economic power, and "Wir müssen kleine Brötchen backen", which allow a more detailed description of the research area. This section also defines foreign cultural policy and its main instruments. The second chapter presenting the empirical part of the thesis deals in detail with the educational sector of Germany's foreign cultural and educational policy to Russia from 2013 to 2017. Through crucial programs and projects, the goals, thematic areas, program, conceptual and partly also financial changes of the examined policy are analyzed. Diplomová práce se zabývá analýzou zahraničně-kulturní a vzdělávací politiky SRN s důrazem na vzdělávací sektor ve vztahu k Rusku během třetí vlády Angely Merkelové. Pozornost je věnována především klíčovým změnám a definici normativních, institucionálních a koncepčních rovin. Úvodní část práce se věnuje základnímu uvedení do tématu, stanovení cílů, tezí a výzkumných otázek. Dále je zde popsána metodologie a kritické zhodnocení pramenů a literatury. První kapitola teoreticky vymezuje analytické koncepty soft-power, civilní mocnost, geo- ekonomická mocnost a "Wir müssen kleine Brötchen backen", které umožňují podrobněji popsat zkoumanou oblast. V této části je také definována zahraničně-kulturní politika a její hlavní instrumenty. Druhá kapitola představující empirickou část diplomové práce se podrobně věnuje vzdělávacímu sektoru zahraničně-kulturní a vzdělávací politiky SRN ve vztahu k Rusku v letech 2013 až 2017. Skrze klíčové programy a projekty jsou rozebírány cíle, tematické okruhy, programové, koncepční a částečně i finanční změny zkoumané politiky. Třetí kapitola se věnuje analýze a vyhodnocení těchto změn.
