Politický systém Autonomní správy severní a východní Sýrie (Rojavy)

Abstract

Tato bakalářská práce se zabývá politickým systémem Autonomní správy severní a východní Sýrie, neboli Rojavy. I přestože jsou de facto autonomními institucemi, zpravidla se pod Autonomní správu člení i Syrská demokratická rada a hnutí TEV-DEM, jimiž se tato práce bude taktéž zabývat. Tyto instituce dohromady tvoří politický systém oblastí nalézajících se na severovýchodě Sýrie, které od roku 2012 fungují nezávisle na oficiální syrské vládě. Tato práce nejprve přiblíží kontext, prostředí a základní principy na nichž je tento systém stavěn. Hlavní částí práce je popis a analýza výše zmíněných institucí, které tento politický systém tvoří. Specifikem tohoto systému je, že neaspiruje o to být státocentrickým modelem společenského uspořádání, ale mnohdy se prezentuje jako alternativa založená na dobrovolné spolupráci jednotlivých komun, oblastí a regionů. Cílem práce je zachytit hlavní mechanismy tohoto neobvyklého politického systému a zodpovědět otázku, zda se doopravdy jedná o demokratický systém, v němž moc putuje "zespoda-nahoru".

This bachelor's thesis deals with the political system of the Autonomous Administration of North and East Syria. Even though they are de facto autonomous institutions, the Syrian Democratic Council and TEV-DEM, which will also be discussed in this thesis, are generally grouped under the Autonomous Administration. Those institutions together form the political system of the regions located in the northeast of Syria, which since 2012 function independently from the official Syrian government. This thesis will first describe the context, the environment and the basic principles on which this system is based. The main part of this thesis is the description and analysis of the above mentioned institutions, which form this system. This political system is specific in that it does not aspire to be a state-centered model of social order, but often presents itself as an alternative based on the voluntary cooperation of individual communes, districts and regions. The goal of this thesis is to capture the main mechanisms of this unusual political system and to answer the question, whether it truly is a democratic system with a "bottom-up" power structure.
