Irské referendum o zrušení osmého dodatku ústavy z roku 2018

Abstract

Bakalářská práce se věnuje irskému referendu v roce 2018 o zrušení ústavního dodatku, který znemožňuje provést umělé přerušení těhotenství. Jedná se o případovou studii zkoumající na příkladu konkrétního referenda pozitivní a negativní aspekty používání tohoto prvku přímé demokracie. Práce zkoumá přímou demokracii jako takovou, historicky a teoreticky ji vymezuje a věnuje se irskému politickému systému a roli referenda v něm. Dále popisuje historické milníky a důležité události potratové politiky v Irsku před rokem 2018, situaci před referendem, jeho samotnou iniciaci až po jeho oficiální vyhlášení. Práce se věnuje i postavení relevantních politických stran a katolické církve k tématu referenda, dále zkoumá hlavní kampaně podporující zrušení ústavního dodatku i ty, které jsou proti. Zahrnuty jsou i volební průzkumy, výsledky samotného referenda a jejich důsledky - jak názorové, tak legislativní. V závěru práce je toto referendum zanalyzováno a vyhodnoceno v rámci pozitivních a negativních aspektů referenda. Dvě hlavní výzkumné otázky nejsou potvrzeny ani vyvráceny. Co se týče otázky o pozitivních aspektech referenda - 3 ze 6 tvrzení jsou potvrzeny. Co se týče druhé otázky o negativních aspektech referenda - 2 ze 4 otázek jsou potvrzeny.

The bachelor thesis deals with the Irish referendum of 2018 about repealing the constitutional amendment that forbids artificially made abortion. It is a case study that examines on this particular referendum positive and negative aspects of using this element of direct democracy. The thesis examines direct democracy theoretically and historically, describes Irish political system and the role of referendum within. Furthermore, the thesis characterizes historical milestones and important events of abortion policy in Ireland before 2018, the situation before the referendum, initiation of the referendum until its official announcement. The thesis also deals with the position of relevant political parties and the Catholic Church on the subject of the referendum, it also examines the main campaigns - both in support of the repeal of the constitutional amendment and the campaigns that oppose it. Thesis also includes election surveys, the results of the referendum itself and their consequences. At the end of the thesis, this referendum is analysed and evaluated, whether the positive or negative aspects of the use of the referendum prevail.
